Description
1. Estimated issue date and estimated closing/response date: 1 August2009, 1 Sept 20092. PR# : FD2030-09-073233. Service/Spare/Repair/OH: Spare4. AMC: Sole Source - ITT Corp.5. Item: Umbilical for B-1 Rotary Launcher6. NSN/PN: Prototypes for the B-1/B Field Repairable Connector System(FRCS) (current NSN: 6150-01-494-5707, current P/N: L5448174-021)7. Description: The FRCS includes several different components. Thecontractor shall design all subcomponents for the FRCS in strictaccordance with these "Specific Work Requirements" and applicableTechnical Orders (TOs) and drawings unless directed by theAdministrative Contracting Officer (ACO). The contractor shall includeall subcomponents included in the FRCS including the tools required toinstall them. The Contractor shall design a Field Repairable ConnectorSystem for use on the B-1 rotary launcher. The contractor shall designthe necessary tooling and connectors associated with the umbilical forthe B-1 rotary launcher. 8. Total Line Item Quantity: (CLIN 0001) The Contractor shall manufacture 10 Class II B-1 Umbilicalsin accordance with Mil Std 1760. (CLIN 0002) The Contractor shall manufacture 100 Ring Connectors and allsubcomponents required for proper operation.(CLIN 0003) The Contractor shall manufacture 2 Ring Tools-Double Endedused for the application of the Ring Connector assemblies for use duringthe testing of the prototype of the FRCS. (CLIN 0004) The Contractor shall provide 2 FRCS Repair Kits for useduring the testing of the prototype of the FRCS. (CLIN 0005) The Contractor shall provide 2 Lanyard Replacement Kits foruse during the testing of the prototype of the FRCS. (CLIN 0006) The Contractor shall attend a launch meeting at Dyess AirForce Base.(CLIN 0007) The Contractor shall attend a fit trial and external reviewmeeting at Dyess Air Force Base.9. Application (Engine or Aircraft): B-1 aircraft 10. Qualification Requirements: N/A11. UID: Note to Contractor: If unit price exceeds $5,000 then UIDrequirements will apply. 12. Mandatory Language: The proposed contract action is for supplies or services for which theGovernment intends to solicit and negotiate with only one source underthe authority of FAR 6.302. Interested persons may identify theirinterest and capability to respond to the requirement or submitproposals. This notice of intent is not a request for competitiveproposals. However, all proposals received within forty-five days(thirty days if award is issued under an existing basic orderingagreement) after date of publication of this synopsis will be consideredby the Government. A determination by the Government not to compete withthis proposed contract based upon responses to this notice is solelywithin the discretion of the Government. Information received willnormally be considered solely for the purpose of determining whether toconduct a competitive procurement. Based upon market research, the Government is not using the policiescontained in Part 12, Acquisition of Commercial Items, in itssolicitation for the described supplies or services. However, interestedpersons may identify to the contracting officer their interest andcapability to satisfy the Government's requirement with a commercialitem within 15 days of this notice.An Ombudsman has been appointed to hear concerns from Offerors orpotential Offerors during the proposal development phase of thisacquisition. The purpose of the Ombudsman is not to diminish theauthority of the program director or contracting officer, but tocommunicate contractor concerns, issues, disagreements, andrecommendations to the appropriate government personnel. When requested,the Ombudsman will maintain strict confidentiality as to source of theconcern. The Ombudsman does not participate in the evaluation ofproposals or in the source selection process.
