- THIS IS A PRESOLICITATION NOTICE ONLY AND NOT A SOLICITATION OR REQUEST FOR QUOTE (RFQ) DOCUMENT. THE RFQ/SOLICITATION PACKAGE WILL BE AVAILABLE AFTER THE CLOSING DATE OF THIS PRE-SOLICITATION NOTICE. QUOTES ARE NOT BEING SOLICITED OR ACCEPTED AT THIS TIME. CONTRACTORS SHOULD FOLLOW THE INSTRUCTIONS BELOW. The U.S. Coast Guard Aviation Logistics Center (ALC) intends to issue a new (inadequate or no government repair history) Not-To-Exceed Repair Purchase Order using Simplified Acquisition Procedures to the Original Equipment Manufacturer (OEM), Hamilton Sundstrand Corporation for the complete repair of one(1) each PROPELLOR ASSY, P/N: 782750-14, NSN: 1610-01-530-8100 in accordance with OEM Specifications and Statement of Work. Once in receipt of the material, the awarded vendor will be directed to test and evaluate the component(s) and provide the USCG Contracting Officer, for approval consideration via modification, with detailed parts and labor breakdown for the actual cost of the repair prior to performing the actual repair. ALL OEM SERVICE BULLETINS PREVIOUSLY INCORPORATED SHALL REMAIN INCORPORATED. SERVICE BULLETINS THAT UPGRADE THE COMPONENT OR IMPROVE RELIABILITY SHALL BE INCORPORATED UPON APPROVAL OF THE USCG’S CONTRACTING OFFICER. This material is intended for use on the HC144 aircraft. The Coast Guard does not own nor can it obtain specifications, drawings, plans or other technical data for repair. Requests for specifications, drawings, etc. will be disregarded. The RFQ document, HSCG38-09-Q-010032, will be available for downloading from FedBizOps on July 31, 2009 at www.eps.gov or can be obtained by faxing or E-mailing a written request to (252) 334-5427 (FAX) Terence.L.Blucker@uscg.mil (e-mail address), with an anticipated award date of August 14, 2009. The North American Industry Classification Standard (NAICS) is 488190 and the size standard is $6.5M to classify as a small business. This procurement is un-restricted, small business set-aside is not applicable. Qualifying responsible sources, with authorized access to the applicable OEM required repair data, may submit a quotation which shall be considered by the agency. Sources must have a valid Cage Code and DUNs Number or have the ability to obtain one prior to award, and also be actively registered in CCR www.ccr.gov (Central Contractors Registration) and ORCA https://orca.bpn.gov (Online Representations and Certifications Application). Sources with no aircraft component repair work history with USCG MRS (HC144) must be deemed capable and must submit a simple email request for USCG MRS (HC144) Engineering evaluation to Terence.L.Blucker@uscg.mil within five(5) days from the date of this pre-solicitation notice. F.O.B. Destination is preferred. Quotes will be evaluated on the basis of best value to the government considering vendor capability, technical acceptability, price, delivery, past performance and quality, and price realism. Due to stock depletion urgency of need, the requested delivery date after repair of this material is on or before September 14, 2009. Intended Addenda with Packaging Instructions will be specified in the RFQ/solicitation. Delivery shall be to U.S.C.G. Aviation Logistics Center, Elizabeth City, NC 27909 Attn: Receiving and/or Quality Assurance Section.
