Description
The VAMC, Walla Walla, intends to award a firm fixed price design-build contract for the design and construction of a new Residential Rehabilitation Unit (RRU), which will house an in-patient mental health treatment program. This is not a solicitation. The solicitation will be issued via FedBizOpps on or about August 3, 2009. In accordance with P.L. 109-461, 38 U.S.C. Section 8127, the procurement will be 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The RRU will be 22,000 square feet and will have a 36-bed capacity. The solicitation will include the 35% concept design. The successful contractor will be required to complete the design and to perform all necessary tasks to construct the facility compliant with the VA master specifications, design guide and all federal, state and local laws, codes and regulations. The construction work will consist of, but not be limited to, site preparation, road realignment, concrete slab-on-grade foundation, structural work, mechanical, electrical and other systems typically included in this type of facility, exterior and interior finishes, roofing, fencing and some landscaping. The completed facility must be LEED-NC certified at a minimum. All responsible SDVOSB firms that are primarily engaged in this type of work are encouraged to submit a proposal in accordance with the terms, conditions and specification of the solicitation.
