Description
The U.S. Army Contracting Command, CECOM Contracting Center - Washington on behalf of the U.S. Army Product Manager Countermine & Explosive Ordnance Disposal (PM CM&EOD) and U.S. Army Research Development and Engineering Command (RDECOM), Communications Electronic Research Development and Engineering Center (CERDEC), Night Vision and Electronic Sensors Directorate (NVESD) intends to negotiate with Northrop Grumman Space and Mission Systems, 2340 Dulles Corner Boulevard, Herndon, VA 20171-3415 for the development of a Frequency mode that may increase the likelihood of detecting PETN, TNT and RDX at ultra low levels. It is the intent of this office to award a modification to contract W909MY-08-C-0043 on the basis of other than full and open competition under the authority of FAR 6.302-1 Only One Responsible Source and no other Supplies or Services will satisfy Agency Requirements. This notice of intent is not a request for proposals. However, all responsible sources may identify their interest and capability to respond to the requirement or submit proposals. All proposals received within 45 days will be considered by the Government. Responses shall be no longer than ten (10) pages and shall be in a Microsoft Word compatible format. All responses and requests for further information shall be submitted via email to the Contracting Officer, Michelle Hodges at Michelle.Hodges@us.army.mil. Telephone requests for additional information will not be honored. Acknowledgement of receipt will be issued. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
