- RECOVERY--The Corps of Engineers has a need for a contract for approximately 10,400 feet of 16 pipe, four (4) borings under U.S. Route 30 to allow passage of transmission lines, six (6) 16 gate valves, two (2) fire hydrants and connections to the existing water distribution and transmission system as directed during the contract period, in Findlay Township, Pennsylvania The Work is located at Findlay Township between Clinton and Route 30 in Allegheny County, Pennsylvania. Work consists of the construction of approximately 10,400 feet of 16 pipe, four (4) borings under U.S. Route 30 to allow passage of transmission lines, six (6) 16 gate valves, two (2) fire hydrants and connections to the existing water distribution and transmission system as directed during the contract period. Also included are the restoration of grass and pavement areas and other incidental related work. The period of performance will be 270 calendar days. Magnitude of the project is between $1,000,000 to $5,000,000. This procurement will be 100% set-aside for SBA Certified HUBZone firms (certification as HUBZone concern is made through the US Small Business Administration). The Invitation for Bid (IFB) will be issued approximately August 3, 2009 on-line only through the Federal Business Opportunities website; therefore, requests for hardcopies of the specifications and drawings will not be honored. Requests must be made by registering for this solicitation at http://www.fedbizopps.gov. Once registered, vendors, plan rooms and printing companies will be able to download the solicitation and drawings on or after the above issuance date.
