Description
This is a Sources Sought Notice for the following services related to "Recovery Act" Project No. R528A6-09-603, "Relocate the Hospice and Gero-Psychiatric Units" at VAMC, Bath, New York The VA Medical Center, Bath, New York is seeking professional architect/engineering firms to provide construction documents, working drawings, specifications and cost estimate, shop drawing review and construction period services as required to Relocate the Hospice and Gero-Psychiatric Units at VAMC, Bath, New York The general scope of this project is to renovate the first floor of building 78 as required to include a new Gero-Psych unit (8-10 beds). If sufficient space is available a 4 to 6 bed hospice unit should be implemented as well. All designs will follow, but are not limited to VA Space and Planning Specifications, in conjunction with the VA Master specifications as outlined in VA Handbook 7610. The design will be completed in a manner such that the estimated construction cost is within the VA budget. EXISTING CONDITIONS The first floor of building 78 currently houses physical and occupational therapy spaces, a dental clinic, a chapel, a print shop, and a dining hall. The print shop will be relocated prior to this work being initiated. The dental clinic, therapy spaces, and dining hall must remain on the first floor; however their location and/or configuration may be changed as part of this work. The chapel may possibly be re-located or if possible remain on the first floor. A/E SCOPE OF SERVICES 1.Perform a space study to determine the most effective use of the space on the first floor in order to accommodate an 8-10 bed Gero-Psych unit, and if possible a 4 to 6 bed Hospice unit. 2. Provide investigative and schematic design services, construction documents, working drawings, specifications, cost estimate, shop drawing review and construction period services as required to renovate the first floor of building 78 to include an 8 - 10 bed Gero-Psych unit and if possible a 4 to 6 bed Hospice unit. Provide a related asbestos survey so as to construct an NFPA / Life Safety Code and all building code compliant project. Provide any asbestos monitoring services during construction as needed. Services will include all Site/Civil, Mechanical, Electrical or other Engineering or Architectural work associated with this project. Final design submission shall include phased drawings of all abatement, demolition, and construction work as required to allow the continuous use of the floors above this project, as well as those services to remain on the first floor. 3. Provide contract specifications utilizing the VA Master Specifications edited to remove all impertinent specs for this project. 4. Attend design review meetings and make all necessary site visits during design to gather information necessary from the existing sites, building plans, utility plans, etc. to provide a complete assessment of the proposed work. 5. Assess the intent and scope of this project and work with the Medical Center staff to develop a final design and cost estimate to best suit the needs and constraints of the government, while incorporating VAMC Bath Engineering Service, VA Network 2, or any other government comments. 6. Provide four (4) sets of "Architectural E1" (30"x42") size working drawings, specifications, and cost estimate at the 50% and the 100% design review stage. Also provide, four (4) sets of drawings stamped by a licensed Engineer, specifications, and cost estimates at final design submission. Additionally provide electronic copies of the final design submission in both AutoCad and PDF formats. 7. Project completion of construction documents, including final design, contract drawings, specifications, and cost estimate is to be 180 days from contract award. 8.Provide a detailed material/ labor cost estimate for construction of this project at the 100% design review stage. 9. Attend pre-bid job walk and provide all engineering responses to questions asked by potential bidders and issue an addendum, if necessary. 10. Provide a technical review of all project submittals/shop drawings related to the Project and provide all required responses to any design/conflict questions encountered in these areas during construction in an expeditious manner. 11.Provide expeditious responses to all design/conflict questions encountered during the construction term. 12.Upon completion of the project, provide (2) sets of stamped "Architectural E1" (30"x42") as built drawings, as well as in AutoCad and PDF formats. The following evaluation criteria will be used during the A/E selection process: 1. Team proposed for this project; 2. Proposed management plan; 3. Previous experience of team proposed for this project; 4. Location and facilities of working offices; 5. Proposed design approach for this project; 6. Project control; 7. Estimating effectiveness; 8 Miscellaneous experience and capabilities; 9. Awards & recommendations; 10. Insurance & litigations. Firms desiring consideration must have a working office located within 150 miles of the Bath, New York city limits. All interested A/E firms are invited to submit Standard Form 330, Architect Engineer Qualifications and for any consultants, on SF 330 Extra Sections E and F.
