- NSN: 4240-01-457-8352, Part Number: 5-19-13772-20. The item to procure is a Membrane Assembly. Requirements are 328 each. FOB is destination. For use on the Protection Equipment, NBC: Tent. Estimated issue date is 30 July 09. This solicitation will be issued electronically in accordance with FAR 4.502 and 5.102, therefore, hardcopies will not be provided. Vendors wishing an electronic copy may download it on or after the issue date by accessing the following via the internet: https://aais.ria.army.mil/aais/SOLINFO/index.htm CAUTION: This solicitation will be issued electronically as will any amendments therto. Because of this, the Government is under no obligation and is in fact unable to maintain a bidders' mailing list. It is therefore incumbent upon any interested parties to periodically access the above internet address in order to obtain any amendments which may be issued. Failure to obtain any said amendments and to respond to them prior to the date and time set for bid opening/receipt of proposals may render your bid or proposal nonresponsive and result in the rejection of same. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capacity to satisfy the Government's requirement with a commercial item within 15 days of this notice. The proposed contract will be a 100% Hubzone set-aside. The solicitation when issued, may contain technical data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C., Sec 2751, et. seq.) or the Export Administration Act of 1979, as amended, Title 50, U.S.C., App. 2401 et. seq. Violations of these export laws are subject to severe criminal penalties. Disseminate in accordance with provisions of DOD Directive 5230.25. This also applies to distribution of the TDP to all SUBCONTRACTORS at every level. To be eligible to gain access to export controlled TDP you must have a current DD 2345, Militarily Critical Technical Data Agreement certification on file with the Defense Logistics Information Service (DLIS). To obtain certification, go to http://www.dlis.dla.mil/jcp/, click on documents, and follow instructions provided. Processing time is estimated at three days after receipt. Upon receipt of certification, you may request the TDP in accordance with the instructions stated in the TACOM-LCMC Rock Island Solicitation Information Page, https://aais.ria.army.mil/aais/SOLINFO/index.htm once the solicitation has been posted.
