- Description
- The Naval Oceanographic Office, Stennis Space Center, MS intends to issue a sole source, commercial, firm fixed-price (FFP) purchase order to Oologah Technologies Inc, Stennis Space Center, MS, a Service Disabled Veteran Owned Small Business, in accordance with Section 4202 of the Clinger-Cohen Act of 1996 – a sole surce acquisition under the authority of the test program for certain commercial items, as implemented by FAR 13.501(a). Simplified Acquisition Procedures are to be utilized in accordance with FAR 12 and 13.5. This requirement is for on-site contractor services to digitize paper charts in support of products including DBDB-V and other NAVOCEANO produced databases of worldwide sonar soundings. Services are to be performed in a unique production enviroment which includes navigation production, data flow, database access to current and archived data, and the use of unique NAVO software tools including the Bathymetry Hydro Post Processing (BHPP) tools and the Pure File Magic-Area Based Editor (PFM/ABE) to meet government requirments. Tasks are to be performed in a secured area. Oologah Technologies, Inc is currently performing the required tasks under an existing contract. The use of the unique NAVO software tools has a three month training time. In order to meet current mission requirements it is considered to be in the best interests of the government to process this action as a sole source to ensure continuity of operations. This synopsis is published for informational purposes only and is not a request for competitive offers. Any inquiries concerning this requirement are to be submitted in writing to the Contracting Officer, Code N44, Naval Oceanographic Office, 1002 Balch Blvd., Stennis Space Center, MS 39522-5001. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. See Numbered Notes 22.
