Description

The Naval Air Systems Command (NAVAIR) intends to negotiate a sole source contractual action with Northrop Grumman Corporation (NGC), Bethpage, NY, for the design, implementation, verification, documentation, operational approval / certification of a Mode 5 and Mode S interrogation upgrade to the E-2D Advanced Hawkeye (AHE) Weapon System and Identification Friend or Foe (IFF) Interrogator system. The proposed effort also requires NGC to provide associated engineering, integrated logistics support, quality assurance, reliability and maintainability programs, testing, training and technical, administrative and financial data. The procurement is planned to be a cost plus incentive fee modification under the existing E-2D AHE System Development & Demonstration (SD&D) contract, N00019-03-C-0057. As sole designer, developer, and manufacturer of the E-2D aircraft weapon system, only NGC has the requisite knowledge and experience required to successfully design and integrate the Mode 5 / Mode S interrogation upgrade into the E-2D AHE platform without causing unacceptable delays in meeting the Navy’s operational requirements and without substantial duplication of cost to the Government.
