Wright-Patterson Air Force Base Map FA8601-09-RFI-IDS01 Site Visit Itinerary FA8601-09-RFI-IDS01 Draft Performance Work Statement (PWS) TYPE OF ANNOUNCEMENT: This is not a notice of a request for quote, request for proposal, or invitation for bid issuance. This is not a solicitation for any type of offer at all. This is a sources sought notice and request for industry comments regarding the contemplated acquisition a new Intrusion Detection System (IDS) at Wright-Patterson Air Force Base (WPAFB), Ohio. This inquiry neither states nor implies that a future contract(s) will be awarded to any person, firm or other entity responding to this inquiry. The Government is in no way obligated to do business with or to enter into any form of contract with any person, firm or other entity that receives or responds to this inquiry, attends the site visit or submits a capabilities statement, estimate, rough order of magnitude (ROM) or any other information pursuant to this announcement. At a future date, the 88th Contracting Squadron may solicit offers for a new IDS at WPAFB. Please review this notice and its attachments in their entirety. If you feel your firm is capable of providing the supplies and services described herein, please provide a capabilities statement. On the page where this notice is posted is a link to a registration page if you would like to receive announcements of changes that may be issued to this notice. If you do not register, it is your responsibility to periodically review this web site for any changes to this notice to include cancellation or changes to the site visit. Submit capabilities statements, questions, comments, ROMs, etc. by 26 August 2009 to 88 CONS/PKB, ATTN: Mr. Rabbanai T. Morgan, 1940 Allbrook Drive, Room 109, Wright-Patterson AFB OH 45433-5309. Please include in all correspondence a reference to "FA8601-09-RFI-IDS01." All correspondence sent via e-mail must contain a subject line that reads "FA8601-09-RFI-IDS01." E-mail filters at WPAFB are designed to filter e-mails without subject lines or with suspicious subject lines or contents (i.e.,.exe or.zip files). Therefore, if the prescribed subject line is not included, the e-mail may not get through the e-mail filters. Also.zip or.exe files are prohibited attachments and may be deleted by the WPAFB e-mail filters. Ensure only.pdf,.doc, or.xls documents are sent as attachments to e-mail. The e-mail filters may delete any other form of attachments. SITE VISIT: A Site Visit will be conducted on Tuesday, 4 August 2009. The site visit is subject to cancellation or rescheduling due to circumstances beyond the Government's control or that require the Government's response such as acts of God, natural disasters, severe/extreme weather, hostile or terrorist acts, security incidents, mobilization orders, etc. Site visit attendance including all associated costs, e.g. travel, lodging and per diem, is at the expense and risk of prospective attendees and/or the firms they represent. Use of cameras, video recording devices or audio recording devices of any kind during the site visit is prohibited. The site visit is expected to last from 9:00 A.M. to approximately 1:00 P.M. Attachment 1 to this notice is an itinerary, which is subject to change without prior notice. The purpose of the site visit is to familiarize prospective offerors with the installation; survey a representative sample of facilities, systems, and components involved; and provide an opportunity for prospective offerors to pose questions about the contemplated acquisition. Any verbal responses provided by the Government to questions posed at the site visit are not binding upon the Government and shall not qualify the terms and conditions of any future Request for Proposals (RFP) or resultant contract. Submit questions in writing to the Point of Contact identified in this announcement. The Government will provide written responses to questions, which will be posted to FedBizOpps under this announcement number as well the site visit minutes. (1) All participants must assemble at 09:00 A.M. local time on 4 August 2009 in the Hope Hotel Conference Center parking lot, next to Packy's Sports Bar & Grill, just outside of WPAFB Gate12A on State Route 444 in Fairborn, OH. The Hope Hotel and Conference Center is Bldg. 823 on the WPAFB Areas A and C Map, which is Attachment 2 to this notice. Additional information regarding directions to the Hope Hotel and Conference Center can be found at http://www.hopehotel.com/map.php. The inclusion of links in this announcement to the Hope Hotel and Conference Center is for informational purposes only and does not imply endorsement by the Government. The Government makes no endorsement, express or implied, of the Hope Hotel and Conference Center or any of its products or services, nor is the Government responsible for the content or activities of the linked site. (2) Submit the first name, complete middle name, and last name of prospective attendees (not to exceed two per firm) to Rabbanai T. Morgan, via e-mail at rabbanai.morgan@wpafb.af.mil not later than 29 July 2009. In addition, submit the full name and address of the company represented. This information must be provided in order to ensure access to the base. Please note that the Government reserves the right to deny access to the installation. DESCRIPTION OF REQUIRMENT: The contractor shall provide all labor, equipment, tools, materials, services and other resources necessary to replace and upgrade the IDS at WPAFB as described in the attached draft Performance Work Statement (PWS). The goal is to have a single IDS at WPAFB with equipment and components that have been approved by HQ USAF/A7S, Security Forces per Air Force Instruction 31-101 (AFI31-101), The Air Force Installation Security Program. The NAICS code for this requirement is 334290. ROUGH ODER OF MAGNITUDE: You are invited to submit a nonbinding ROM based upon the information provided in this announcement, the attached PWS, your observations during the site visit and the Government's response to industry questions pursuant to the site visit. Please submit your ROM to the POC identified in this announcement by 26 August 2009. Your questions and input are greatly appreciated.
