Description
Market Survey for vendors capable of furthering RUN TIME MANAGER/INDEPENDENT SIMULATION MODEL/AFTER ACTION REVIEW SYSTEM. The Program Executive Office for Simulation, Training and Instrumentation (PEO STRI), Program Manager Constructive Simulation (CONSIM) has a requirement for continued development of Run Time Manager (RTM), Independent Simulation Model (ISM) and the After Action Review System (AARS) systems under the Joint Land Component Constructive Training Capability (JLCCTC) program. The estimated value of this Cost Plus Fixed Fee award is approximately $2.5 M per year, for a total period of performance of 3 years. Efforts include software development, integration, testing of developed software, sustainment of existing RTM/ISM/AARS) systems. The contractor would continue the ongoing software development, training and integration, and augment the existing vendors effort to provide exercise fielding support critical to the RTM/ISM/AARS systems inside and outside the (JLCCTC). This exercise support is both CONUS and OCONUS. Award for this required effort is expected in Dec 2009. The existing systems are detailed below: Run Time Manager (RTM) RTM system that supports the simulation to Command Control Communications Computers Intelligence (C4I) systems. This system processes simulation data by providing usable/valid information to and from the Army and Joint (C4I) systems. This simulation to stimulation and the stimulation to (C4I) constitutes a complete thread that begins with simulation and ends with the (C4I). This system must manage the data between these systems and in many cases, create data so the information can be more accurately depicted on the (C4I) systems. Continued development and sustainment of the existing system with no interruptions in service would be required. Source code and operations manuals would be provided by the existing vendor. Independent Simulation Model (ISM) ISM is a system that provides a comprehensive, integrated tool set for full life cycle support of simulation-driven, master scenario event list (MSEL), to support training the (C4I) audience with (C4I) stimulation with or without the federation. This system allows planners and trainers to shape the environment by setting realistic conditions of organic unit (C4I) devices. Again existing source code and operations manuals would be provide by the existing vendor. After Action Review System (AARS) AARS is a system that collects data from the federation and provides the after action review system and operators the ability to manage (reduce and analyze) the collected data and develop visual products (slides, charts, graphs) that provide useful information to facilitate the commanders after action review process. Again existing source code and operations manual would be available from the existing vendor. The Government is looking for sources who can meet this requirement. Information from any sources able to meet the requirements will be reviewed for consideration.
