Description
This is not a request for proposals or a request for quotations; it is strictly a Request for Information (RFI). Neither unsolicited proposals nor any other offers will be considered in response to this RFI. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. All information received in response to this RFI that is marked Proprietary will be handled accordingly. The United States Marine Corps (USMC) has released this Request for Information (RFI) to solicit information from industry on approaches, products, and/or solutions to implement an upgrade to the tactical collaboration system TCWS. Purpose: The Marine Corps Systems Command, Quantico, VA will be hosting an Industry Day conference on 24 July 2009 at the Qinetiq, Stafford, VA to provide an overview of the Tactical Collaborative Work Suite (TCWS) and the objective of this conferennce is to provide background information on it. The primary purpose of the Hardware Platform (M67854-09-R-4814) Request for Information (RFI) and resulting Request for Proposal (RFP) is to field an updated TCWS system in a smaller, lighter weight, easily moveable, simplified, and operator-friendly expeditionary platform with a standardized set of capabilities that allows for Marines to deploy, manage, maintain, and update the system without System Integrator reliance and/or dependencies (i.e. "Vendor Lock-in"). The primary purpose of the Software Baseline and Upgrade (M67854-09-R-4815) Request for Information (RFI) and resulting Request for Proposal (RFP) is to develop a standardized software baseline using a "Gold Disk" concept. The Gold Disk shall be virtual host machines containing pre-configured, secured application software. The Gold Disks should either be ready to operate or shall perform automated installation tasks required to for the Gold Disk to be operational. Marines shall be able to deploy IT-based capabilities using the Gold Disks in a minimal amount of time to rapidly and flexibly meet their operational mission. The second purpose of this RFP is to upgrade all existing TCWS systems to the TCWS version 2.0 baseline. The outcome is a realigned software baseline that provides a common and standardized TCWS capability to all operators and end users of the TCWS system. Background: The TCWS is a man-portable tactical collaborative system. The TCWS system is comprised of a virtualized hosting platform providing segmented physical hardware and virtualized software platforms that provide portal, synchronous, and asynchronous collaboration capabilities to Marines. The underlying hardware platform consists of 1U/2U servers running VMware virtualization software, storage arrays, Ethernet and fibre channel switches, KVM/KMM management consoles, and UPS capabilities. The software platform hosts a collection of collaboration, support, and management software including Microsoft SharePoint Server, Adobe Connect Enterprise, Jabber XCP, and management tools needed to operate and maintain the system. Conference: Attendance to this Industry Day is recommended for all vendors interested in TCWS.
