- The Program Manager for Training Systems (PM TRASYS), Marine Corps Systems Command (MARCORSYSCOM) is seeking qualified SBA Certified 8A Program Participants with experience in providing an Operations Manager, Assistant Operations Manager, Information Technology Support, Database Operations Support, Human Resource Assistant and Integrated Master Scheduler support services. Contractor's staff shall possess at least a Secret clearance or demonstrate the capability to obtain a secret clearance by January 1, 2010. Responses shall explain in detail: (1) The contractor's experience in performing the identified support services; (2) A reference list of related DoD contracts within the past three years (if available), to include contract number, dollar value, a brief description of services, and points of contact with phone number and email address; (3) Information related to the contractor's business size and socioeconomic status; (4) Information related to any proposed teaming partners/arrangements, if anticipated; (5) A Statement as to the capability of providing contractor employees with the required security clearances; (6) A rough order of magnitude (ROM) for estimating purposes; (7) Comments regarding proposed NAICS 541519 or a recommendation of another NAICS. This notice is for information and planning purposes only and it does not constitute a solicitation and should not be construed as a commitment of any kind by the Government to issue a solicitation or award a contract. Interested parties having the required experience and skills to meet all the above requirements are invited to submit a written capability statement to Graham Oliff, graham.oliff@usmc.mil by August 21, 2009. For planning and estimating purposes only, develop your response using an estimated start work date of January 1, 2010 under a Firm Fixed Price contract with one base year and four option years; also, the government will provide all business-related facilities, supplies and services necessary to accomplish this task when the contractor is working in government facilities. Principal duty location will occur at PM TRASYS, MARCORSYSCOM, Orlando, FL. Operations Manager. The contractor shall provide executive level consulting and management services. These services shall include: organizational design and operation; program definition, execution and management; process/procedural design, implementation, management and analysis; and other program management, organizational operation and system engineering services as required. This tasking will be specific to United States Marine Corps training requirements and programs. Tasking will involve interface with senior military, civilian and contractor personnel and the ability to work well within a team environment and manage various teams, as required. Written technical reports and the ability to identify, document, and provide recommendations concerning organizational design and operation, military and other training situations are required. Assistant Operations Manager. The contractor shall provide support services to facilitate the operations manager to conduct executive level consulting and management services specific to United States Marine Corps training requirements and programs. Tasking will involve interface with senior military, civilian and contractor personnel and the ability to work well within a team environment and manage various teams, as required. Written technical reports and the ability to identify, document, and provide recommendations concerning organizational design and operation, military and other training situations are required. Information Technology Services. The contractor shall provide management and operation support of the information technology services within the program office including integrated data environments, collaborative capabilities, sharepoints and website capabilities. Services shall include present operation, management, future capabilities planning and addressing systems issues. Database Services. The contractor shall provide database design, implementation and administration services including the gathering of requirements, recommending solutions, developing implementations of selected solutions, developing user interfaces and reports, providing user assistance and training. These services will include design, development, maintenance and administration of the data contained within the solutions. Human Resource Assistant. The contractor shall provide clerical and technical support in such areas as recruiting, hiring, compensation, benefits, maintaining files and preparing employee reports for managers in the organization. Integrated Master Scheduler. The contractor shall develop, maintain, and analyze an integrated master schedule for the organization. In addition, the IMS must be able to incorporate schedule inputs from project managers. This will include contributing and participating in planning meetings and communicating schedule data and issues to other team members. The role involves working closely with Program Manager and Project Officers, Financial Analysts and Contracting Specialists.
