Description
The National Marine Fisheries Service in Boqueron, PR intends to establish a purchase order to produce a creation of a Caribbean Reef Etiquette video. The purpose of this requirment is to increase public awareness regarding the importance of the marine ecosystem and laws and regulations protecting corals and other organisms, dead or alive, in Puerto Rico and the U.S. Virgin Islands (USVI). Public awareness regarding the impact of illegal souvenir collection, as well as careless actions while participating in marine recreational activities such as snorkeling, on the coral reef ecosystem is lacking. NOAA's National Marine Fisheries Service (NOAA Fisheries) has been working with the Puerto Rico Tourism Company, the Puerto Rico National Parks Company, the Puerto Rico Department of Natural and Environmental Resources, NOAA Office of Law Enforcement, and the Caribbean Fishery Management Council and will be expanding its work in FY09 to USVI in order continue raising public awareness throughout the U.S. Caribbean of the importance of marine ecosystems. This project is being initiated as a component of NOAA Fisheries' efforts on behalf of the Coral Reef Task Force established by President Clinton in June 1998 through Executive Order #13089 and NOAA's mandate under the Coral Reef Conservation Act of 2000. The Executive Order, identified as Coral Reef Protection, seeks to "preserve and protect the biodiversity, health, heritage, and social and economic value of U.S. coral reef ecosystems and marine environment". In order to meet the objectives of this work assignment, the contractor shall perform the work in three distinct phases: pre-production, production, and post-production. Short-term results will consist of a completed video and up to two Public Service Announcements (PSA)s. Long-term results will consist of an increase in public awareness regarding the protection of coral reef resources in the U.S. Caribbean when the ads are printed in the magazines. The project operation must be conducted in order to carry out the technical tasks described in this document within the established timeframe. The timeframe is essential to ensure NOAA Fisheries is able to broadcast the video and PSA or PSAs during the high season for tourists in July 2010 and again over the Christmas holidays in 2010. Demonstrate understanding of the scope of work in terms of creation and presentation of the video, video contents, and production of the PSA or PSAs. Ability of the contractor to create a product similar to that of the Hawaii Coral Reef Etiquette video as NOAA Fisheries has identified this as the type of product that will best meet our needs and reach our audience. Experience working in the U.S. Caribbean is preferable, as well as experience in education and outreach, film projects, and other efforts related to marine resource conservation using media and film.
