Description
This is a combined synopsis/solicitation for the purchase of Pad Mount Transformers in accordance with the Federal Acquisition Regulations (FAR) Part 12.6 as supplemented with additional information included in this announcement for the Department of the Interior (DOI), Bureau of Indian Affairs (BIA), Western Regional Office (WRO).The DOI/BIA/WRO has a requirement for the purchase of Pad Mount Transformers for the Colorado River Agency located in Parker, AZ 85344. This notice is hereby issued as RFQ No. RMH00090033. This constitutes the only Request for Quote (RFQ) that will be issued and a separate RFQ will not be issued. All responsible sources are encouraged to submit a quote. Quotes shall be submitted to Santiago Almaraz, 400 N. 5th Street, Phoenix, Arizona 85004 or emailed to santiago.almaraz@bia.gov by the close of business, 4:30Pm Local Time, on Monday, July 27, 2009. This is a 100% set-aside for Total Small Business concerns. The NAICS code for this acquisition is 335311. SCOPE OF WORK PAD MOUNT SINGLE-PHASE DISTRIBUTION TRANSFORMERSPECIFICATIONS: Identified transformer shall comply with the most recent publication of the following specifications: 1.Rural Utilities Service (RUS) (formerly REA - Rural Electrification Administration) Specifications for Pad Mount Transformers (Single and Three Phase) Bulletin 50-73 (U-5). 2.ANSI/IEEE General Requirements for Liquid-Immersed Distribution, Power and Regulating Transformers C57.12.00-1993. 3.ANSI/IEEE Requirements for Pad-Mounted, Compartmental-Type, Self-Cooled, Single-Phase Distribution Transformers with Separable Insulated High-Voltage Connectors; High Voltage, 34.500 Grd. Y/19, 920 volts and below; Low-Voltage, 240/120 Volts; 167kVA and Smaller C57.12.25-1990. 4.ANSI/IEEE Terminology for Power and Distribution Transformers C57.12.80-1978. (Reaff 1992) 5.ANSI/IEEE Test Code for Liquid-Immersed Distribution Power and Regulating Transformers and Guide for Short-Circuit Testing of Distribution and Power Transformers C57.12.90-1993. 6.ANSI/IEEE Guide for Loading Mineral-Oil Immersed Transformers C57.91-1995. 7.ANSI/IEEE Standard for Bar Coding for Distribution Transformers C57.12.35-1996. 8.NEMA Transformers, Regulators, and Reactors TR 1-1993. 9.ANSI/IEEE Standard for Pad-Mounted Equipment-Enclosure Integrity C57.12.28-1999. All Primary bushings are to be designed so they may be replaced from the outside of the transformer tank without having to disturb the oil. The identified transformers are to be included in the most recent RUS Bulletin 43-5 "List of Materials Acceptable for Use on Systems of RUS Electrification Borrowers." Below are the requested transformers, quantities, and specifications of each: 1.Pad Mount Transformer, 25kVA, Quantity 5 Each. a.Primary Voltage - 12,470 Grd. Y/7,200 volt, high voltage bushing(s)b.240/120 volt, 3 porcelain bushingsc.kVA Rating Number = 25d.Internal bayonet fusese.Two (2) high voltage load break bushing wells for loop feed applicationsf.Low-voltage 4-hole spadeg.Oil level sight window or gauge inside one of the compartmentsh.Four (4) 2 ?% primary taps below rated voltage, exterior of tap changer to be metal.i.Dead front, feed thruj.Physical Presentation, Type I or Type II is acceptable. 2.Pad Mount Transformer, 50kVA, Quantity 6 Each. a.Primary Voltage - 12,470 Grd. Y/7,200 volt, high voltage bushing(s)b.240/120 volt, 3 porcelain bushingsc.kVA Rating Number = 25d.Internal bayonet fusese.Two (2) high voltage load break bushing wells for loop feed applicationsf.Low-voltage 4-hole spadeg.Oil level sight window or gauge inside one of the compartmentsh.Four (4) 2 ?% primary taps below rated voltage, exterior of tap changer to be metal.i.Dead front, feed thruj.Physical Presentation, Type I or Type II is acceptable. Quotes for all transformers shall include the guaranteed average no-load and load-losses of all transformers tested in accordance with C57.12.90-1993 section 8 (no-load losses) and section 9 (load-losses). Quotes may be rejected if the average no-load or load-losses exceed the guaranteed values. All quotes shall include freight to the Colorado River Agency located in Parker, Arizona 85344. Transformers shall have mineral oil insulation with less than two (2) parts per million polychlorinated biphenyls (PCB's) and shall be labeled with "NON-PCB Insulation Oil" on the tank and "less than two (2) parts per million of polychlorinated biphenyl (PCB)" on the transformer's nameplate. All quotes shall supply at least two (2) manuals and at least two (2) drawings for each "item" quoted (not necessarily each unit). This requirement does not require installation. Installation will be the responsibility of the BIA, Colorado River Agency. SUBMITTALS: All quotes submitted shall include an itemized list of proposed equipment/components for the project with detailed description and manufacturer to include make and model. This RFQ will be conducted as a commercial item acquisition in accordance with FAR Part 12. The following provisions and clauses are incorporated and in effect through Federal Acquisition Circular (FAC) 2005-26. The FAR clauses and provisions are incorporated into this acquisition shall be: 52.212-1 Instructions to Offerors - Commercial Items (June 2008); 52.212-3 Offeror Representations and Certifications - Commercial Items (June 2008); 52.212-4 Contract Terms and Conditions - Commercial Items (Feb 2007); 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (June 2008).
