Description
The Department of Commerce National Oceanic and Atmospheric Administration (NOAA)/National Marine Fisheries Service, Gloucester MA 01930 is issuing notice of intent to negotiate a sole source procurement with Telonics, Mesa AZ to provide satellite tags for whale rescue work and accessories. Telonics Company has been providing telemetry equipment for the Atlantic Large Whale Disentanglement Network for just over 10 years. Back in 2004, NMFS PR program realized that given our unique parameters of tagging large whales that we needed a custom tag built as nothing else was available on the market that would fulfill our needs. We had specific requirements that needed to be met such as depth rating, pressure testing, durability, battery life, field service capability, GPS tracking, ARGOS tracking and VHF tracking. Telonics, was instrumental in the development of the tag and the current Telonics Tags are still the only tag that meets our specs. The requirement is necessary to support NMFS mission to provide assistance in developing resolutions for the advancement of healthy and populated marine species for the betterment of fishing communities, healthy human consumption, and recreational engagement. The statutory authority is 41 US 253(c)(1), Only One Responsible Source. The government intends to award a firm-fixed price purchase order for this requirement. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302(c)(1). The applicable NAICS code is 334220 with 750 employees. All applicable awards shall be in compliance with Homeland Security Presidential Directive 12 (HSPD-12). CAR Clause 1352.239-73 Security Processing Requirements for Contractors/Subcontractor personnel for accessing DOC information Technology Systems (JUN 2006) will apply. Interested parties may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Responses shall be submitted by 11:00 a.m. Eastern Standard Time July 26, 2009.
