- The Defense Supply Center Philadelphia located at 700 Robbins Ave, Philadelphia, PA 19111, intends to procure on a sole source basis with Education Management Solutions to provide Arcadia MobilSIM System Software to David Grant Medical Center located in Travis AFB, CA. This software will combine the simulators with video recording of the simulation for training purposes to support the residency program at David Grant Medical Center located in Travis AFB, CA. Education Management Solutions is the only manufacturer that has the software needed by David Grant Medical Center to support their residency program. Arcadia MobilSIM System manufactured by Education Management Solutions is the only software system that integrates with high fidelity simulators manufactured by Laerdal. The statutory authority for this sole source purchase is Title 10 U.S.C. 253(c) (1) as implemented in the FAR 6.302-1 (a) (2). This notice if for informational purposes only; no formal solicitation will be issued as a result of this announcement. Interested parties may indentify their interest and submit technical information in response to this notice via email to the address listed below, no later than July 23, 2009 at 5:00 P.M. eastern time. A determination by the Government not to compete this proposed contract is entirely in the discretion of the Government. If no responses are received by this date, a sole source contract with Education Management Solutions will be pursued.
