Description
SYNOPSIS The US EPA intends to negotiate on a sole source basis with the Association of Metropolitan Water Agencies (AMWA) to procure subscriptions to the Water Information Sharing and Analysis Center (WaterISAC) under the authority of FAR Part 6.302-1 and FAR 6.302-5 in support of its responsibilities under HSPD-7 and Sections 1433 ? 1435 of the Safe Drinking Water Act. THIS IS NOT A REQUEST FOR QUOTES. The resultant contract will consist of a twelve month base period and three (3) twelve month option periods. The maximum potential for the base period is $3 million and is $2 million for each individual option period. The WaterISAC is a one-of-a-kind, subscription based resource which serves as a clearinghouse for government and private information that helps the subscribers identify risks, prepare for emergencies and secure the nation's critical water infrastructure. The WaterISAC provides users with sensitive threat information, emergency response tools, and the ability to network with the community of peers. Information Sharing and Analysis Centers (ISACs) are confidential venues for sharing security vulnerabilities and solutions within an industry. The WaterISAC is a forum to keep drinking water and wastewater utility managers informed about potential risks to the nation's water infrastructure from contamination, terrorism and cyber threats. In addition, WaterISAC is used to help utilities respond to and recover from all hazards. The WaterISAC links members through a secure online portal. The subscriber base includes water utilities and state and federal agencies dealing with security, law enforcement, intelligence, the environment and public health. The WaterISAC, an ISAC for drinking water and wastewater systems, was created by AMWA in 2002. AMWA?s WaterISAC is the only known source able to satisfy the Government?s requirements because their service provides access to an exclusive community and network for water security information sharing and analysis through a secure portal. Additionally, information sharing capabilities must be coordinated between an established, trusted group of utilities and stakeholders and administered by a trusted sector partner with an existing relationship and credibility with the water sector. Furthermore, Section 430 of the Omnibus Appropriations Act, 2009 states that $2,000,000 is to be provided from the EPA?s ?Environmental Programs and Management? account to the Water Information Sharing and Analysis Center/Association of Metropolitan Water Agencies. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties may identify their interest and capability by responding to the office identified above. The capability statement should address the interested party?s capability to provide not only its clearinghouse capabilities, ability to access, analyze, and disseminate the necessary information, and its status as a trusted sector partner with an existing relationship and credibility with the water sector. This documentation must be received by July 31, 2009 in order to be considered by the EPA. A determination by the Government not to compete this proposed contract based upon assessment of responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
