- MARKET SURVEY - SOURCES SOUGHT SYNOPSIS - This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/homepage.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. The Government is issuing this sources sought synopsis as part of market research for a Digital Video Recorder (DVR) System. This request for information is to seek input from private industry on what technology is available for DVR systems. The Government requests that interested parties submit their DVR System specification on what is commonly known as a "white paper", in the same format outlined in the attached DVR performance specification. Contractors shall describe and compare their DVR system with each section of the Government's DVR performance specification. Also, for budgetary purposes, an estimate of the DVR System shall be included with each submittal. In addition, contractors are asked to answer the following questions on the Government's DVR performance specification: 1) Are the requirements and deliverables clearly and unambiguously stated in the DVR performance specification? If not, what needs to be added or clarified? 2) Has essential information been omitted from the requirements? 3) Are any of the stated requirements prohibitively strict? Responses to this RFI should be submitted via email no later than July 30, 2009 1159 PM EDST to mark.stauffer@navy.mil, phone 812-854-6350 and Gordon Miller gordon.miller@navy.mil, 812-854-6487. Proprietary information shall be clearly marked. The Government will NOT be responsible for any proprietary information not clearly marked. Responses to the RFI shall include the following: Submitter's NameStreet Address, City, State, NINE-Digit zip codePoint of Contact (POC) POC Telephone and facsimile numbers. You may also submit supplemental hardcopy materials such as brochures, etc. to, Mark A Stauffer, Crane Division, Naval Surface Warfare Center (NSWC Crane) B-3395, Electronics Integration Branch, 300 Highway 361, Crane, IN 47522. Responses from Small and Small Disadvantaged Business firms are highly encouraged. Firms responding should indicate if they are a small business, a socially and economically disadvantaged business, 8(a) firms, historically black colleges or universities, and minority institutions. Responses received after 30 July 2009 may not be considered in the government's analyses. We may contact RFI respondents to get clarification on the information submitted. This announcement does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. The U. S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed.
