- THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER W912DR-09-R-0087. Solicitation issue date: On or about August 6, 2009 Proposal due date: On or about September 5, 2009 Contracting POC: Kim Scott, Email: Kim.O.Scott@usace.army.mil Technical POC:Dan Wright 410 -962 - 6766 Synopsis- The proposed procurement is Unrestricted. NAICS Code- 237110, Size Standard is $33,500,000.00. This procurement is being advertised as a Request for Proposal (RFP). Estimated range is $10,000,000.00 to $25,000,000.00 with a completion period not to exceed 547 calendar days from notice to proceed. The description of work - Major repair of the existing WWTP by replacement of most components in order to produce an Enhanced Nutrient Removal Facility. Major components being repaired, demolished, replaced, or converted consist of but not limited to the following: utilities, controls, alarms, pumps; Trickling Filter; Secondary Clarifier; Flocculation and Utility Water Storage Tanks; Sludge Pumping; Sludge Digester/Aerobic Digester; Sludge Drying Beds; old Administration Building; new Administration/Laboratory; new Headworks/Dewatering building; Chlorination Station; Chemical Storage; Ultra Violet Building; Aluminum/Feed Bldg; Trickling Filter/Oxidation Ditch; Sludge Pumping Bldg; Post Aeration Basin; Splitter Box; Sample Monitor Station/Storage; Primary Clarifiers; Chlorine Contact Tank/Phosphorous Removal Filter/UV Disinfection. The Government is proposing using a Lowest price technically acceptable FAR 15.101-2 approach to select the Prime Contractor. An award will be made to the offeror whose proposal is determined to be the best value to the Government considering both price and technical factors. It is imperative that all small disadvantaged businesses contact their cognizant Small Business Administration Office to obtain Small Disadvantaged Business Certification. Without SBA, SDB certification, a prime contractor nor a federal agency can receive SDB credit when utilizing non-certified SDB contractors/subcontractors.
