- DESCRIPTION: Contractor will be required to provide all labor, supervision, tools, equipment, and incidentals necessary to perform linear reconditioning of Birch Knob Road (FSR# 616) in accordance with the plans and specifications. The worksite is located within the administrative boundaries of the Mount Rogers National Recreation Area, George Washington and Jefferson National Forests, in Dickenson County, Virginia. GOVERNMENT COST ESTIMATE: Between $25,000 and $100,000 DIRECTIONS TO SITE: From Clintwood, VA, take SR 631 approximately 5 miles north to SR 611; then travel 3 miles north to Forest Road #616. PERIOD OF PERFORMANCE AND SITE VISIT INFORMATION: Contract time will be 60 calendar days from the effective date of the Notice to Proceed. Site Showing will be held on August 13, 2009 at 11:00 a.m. at the worksite. CONTRACTOR QUALIFICATIONS: Contractor must be registered in the Central Contractor Registry and must have completed a profile in the Online-Representations and Certifications database prior to award of a contract. Registration may be completed on the Internet at http://www.ccr.gov/. Vendors must also be registered in ORCA (Online Representations and Certifications) prior to contract award, and may accomplish this on the Internet at http://www.bpn.gov. You must be registered in CCR and have an MPIN number before you can begin ORCA registration. SET-ASIDE: This project is subject to full and open competition in accordance with the Small Business Competitiveness Demonstration Program. The NAICS code for this project is 237310; the small business size standard is $33.5 million. BONDING INFORMATION: No bid guarantee is required. For award in excess of $30,000, contractor will be required to furnish 100% Payment Protection in the form of a payment bond or an irrevocable letter of credit to the USDA, Forest Service within 10 calendar days of the date it receives notice of award. SOLICITATION DOCUMENTS: Solicitation AG-3395-S-09-0046 and related documents will be issued via FedBizOpps as a Request for Quotations and will be available for downloading on or around July 30, 2009 at the website address: http://www.fbo.gov/. All potential contractors and subcontractors should register on the FedBizOpps website as an Interested Vendor. The online Interested Vendors list will be the only such list maintained for this procurement. All responsible sources may submit an quotation which will be considered by the agency.
