- The Agency for Healthcare Research and Quality (AHRQ), through the Program Support Center, Division of Acquisitions Managements, intends to award a sole source contract using simplified acquisition procedures to the University of California, 200 Medical Plaza, Suite 420, Los Angeles, CA. The purpose of this contract is to create a “virtual laboratory” for health services research that would specifically address women’s health issues and would be adaptable to the parameters of other US states. The initiative will include creation of a coalition of governmental, academic, and private entities within the State of California, to collaboratively provide public access to the databases of their institutions, in order to answer research questions relating to the health and healthcare of women and minorities. This project will result in a data warehouse containing public use de-identified data files, with documentation that can be accessed using an easy to use interface, and that is available for a wide range of investigations by a broad segment of the research community. Once developed, the virtual laboratory is intended to serve as a prototype for other state-specific warehouses across the nation. The UCLA CoE shall serve as the Project Coordinating Center (PCC), and will develop the Virtual Laboratory for Health Services Research. Activities at the UCLA CoE will include: Development of a coordinating center at the University of California, Los Angeles, to convene entities who will contribute data and who will have access to databases, to develop an initial plan to make databases available for secondary research through formation of a database warehouse, and to complete an initial process evaluation for the purpose of making replication of the process possible in other states. Development of a coalition of experts from around California representing leaders in health services research from state and local governments, health plans, healthcare provider groups and academia who have access to and in-depth knowledge about their respective institutional databases, have decision-making authority, and who will agree to help in the development of the proposed database warehouse. The development of this coalition will include the creation of key across data set demographic and clinical variables with transparent web-based uniform documentation, and a seamless, well organized web-based interface for the data warehouse that will offer a cost efficient resource for women’s health researchers. Within 4-5 months of receipt of funding for the project convene a 2-day meeting to develop a plan for creating a database warehouse. This plan will be informed by previously successful multicenter database analysis. A critical final step will be to determine the type of research questions that could be answered by the proposed data warehouse with an eye toward creating the needed information to conduct comparative effectiveness research and studies of health and health care disparities across a wide array of health systems and diverse populations. The process of negotiating the basis for the multicenter database warehouse will be documented using qualitative research methods. If possible, the PCC will conduct a small pilot study to test the functionality of this virtual lab. Reports: Three 2-page interim reports, a 15-20 page Final Report, and a 2-page Executive Summary will be developed and submitted to AHRQ. The three interim reports will document the progress of the project to date. The final report will document the process with particular attention to decisions about the structure and content of the data warehouse, which will afford AHRQ the opportunity to examine the relative cost effectiveness of each level of the data project, as well as to examine the feasibility of replicating the process in other states. It would also allow AHRQ to present this information to potential funding partners who might be interested in particular aspects of the database. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
