Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number N68836-09-T-0232 is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through the lastest edition of the Federal Acquisition Circular. This solicitation is issued on an Total Small Business Set-A-Side basis (see Numbered Note 1), NAICS Code 812990; STATEMENT OF WORK ROMAN CATHOLIC PRIEST SERVICES IN SUPPORT OF THE RELIGIOUSMINISTRIES PROGRAM, NAVAL AIR STATION JACKSONVILLE 1.0 BACKGROUND. The purpose of this order is to provide contractor personnel necessary to complete the mission and objectives of the Commanding Officer's Religious Ministries Program under the direction of the Command Chaplain. Roman Catholic Priest services are mandatory to meet the Religious Program requirements for Commanding Officers under OPNAVINST 1730.1D, Religious Ministry in the Navy. 2.0 OVERVIEW. The contractor shall provide Roman Catholic Priest religious services from 1 August 2009 to 31 July 2010 in accordance with Navy regulations and the Archdiocese for the Military Services, USA. The services shall include but not be limited to the following: 2.1 Provision of Roman Catholic worship services, faith specific, religious counsel, scripture study sessions and CCD. 2.2 Catholic Pastoral care within the military setting for eligible Catholic recipients to include marriage preparation, crisis response and intervention, personal and family pastoral counseling, vocational counseling and coaching, hospital visitation to the sick/injured. 2.3 Advise to Command Chaplain regarding ethics, morals and morale 2.4 Recruitment, coordination and training of volunteers for Catholic religious education programs. The Contract Priest does not have the authority to relieve or hire Catholic Director of Religious Education (DRE) personnel without the Command Chaplains approval. 3.0 TASKS. The Roman Catholic worship services shall include but not be limited to the following: 3.1 Perform Catholic Mass and confession for active duty personnel and all other authorized personnel as defined in OPNAVINST 1730.1D, Religious Ministry in the Navy. 3.1.1 Conduct Catholic Mass every Sunday. 3.1.2 Conduct Weekday Mass on Monday, Tuesday, Wednesday, Thursday and the first Friday of each month. 3.1.3 Conduct Catholic Confession every Sunday one hour prior to the start of Mass and one half hour after the end of each Mass. 3.1.4 Conduct Catholic Mass on all Holy Days of Obligation. 3.1.5 Conduct First Communion and Confirmation services as required. 3.1.6 Conduct all other Mass requirements by mutual consent between the contractor and the Command Chaplain. Other services will be performed as needed and at the discretion/authorization of the Command Chaplain, with no set length of time set for each performance. 3.2 Perform Sacramental and emergency ministrations for active duty and retired personnel and family members including baptism, marriage, funeral and memorial services, and anointing of the sick. 3.3 Contract Priest will maintain, at a minimum, a twenty five hour work week, Monday through Friday, and will include Sunday Mass. Provided services shall include, but are not limited to: 3.3.1 Sacramental record preparation 3.3.2 Catholic Pastoral care, counseling, and spiritual support for Catholic service members and retirees. 3.3.3 Supervision of the Catholic religious education program 3.3.4 Various administrative requirements 3.3.5 Conduct training and effectively oversee the training and certification (if required) of any volunteers relating to the Catholic program only, under the Command Chaplain's supervision. 3.3.6 Marriage, First Communion, Confirmation Preparation 3.3.7 Maintain liaison with Archdiocese for the Military Services 3.3.8 Maintain and publish a weekly bulletin 3.3.9 Compose "Prayers of the Faithful" for Sunday and Holy Day Liturgies with respect to Liturgical Guidelines and the needs of the Navy Command Religious Program 3.3.10 When requested by the Command Chaplain, participate in Command functions to include, but not limited to: Memorial Services, Retirements, Changes of Command and Reenlistments 3.3.11 The contractor is responsible to arrange for coverage for all contractual requirements in the event of personal illness, vacations, or any other times that they are unavailable. If the absence is scheduled, the name of the replacement will be provided 15 days prior to the absence (except in case of emergency, when the Command Chaplain and/or staff should be contacted immediately). The contractor compensates the subcontractor in his absence. 3.4 Submit problems, concerns, comments, and recommendations, particularly for improvement regarding Catholic services or the Catholic program needs, to the Command Chaplain. The Contracted Priest and DRE will be required to meet with Command Chaplain at a minimum once a month to discuss Catholic issues. 3.4.1 Lessons learned shall be provided to the Command Chaplain within 5 days of any problems encountered and resolved. 3.4.2 Concerns regarding morale shall be directed to the Command Chaplain as soon as possible. 3.5 Notify the Command Chaplain when unable to perform services due to scheduled time off, illness, inclement weather and/or emergency leave. An approved substitute shall be secured. 3.5.1 Secure an approved substitute from a list provided to and approved by the Command Chaplain and the Archdiocese for the Military Services in advance of scheduled absences. 3.5.2 Provide and compensate the pre-approved substitute when unable to perform services required within this statement of work. 3.5.3 Arrange for scheduled absences at least two weeks in advance. 3.6 Comply with station and government policies and regulations in regard to identification badges, parking and professional decorum. 3.7 The contractor shall furnish any items which are for personal use/ownership or which are resources the government may be restricted in appropriating. The government will provide office space, office furniture, telephone/fax service, the use of copier and computer hardware and software necessary for use by the contractor in support of this statement of work. The government will allow unlimited telephone usage; both local and long distance, in support of this statement of work and that constitute official government communications. The government will provide resources for the administration and celebration of sacraments and other professional resources deemed necessary by the Command Chaplain. 3.8 The contractor shall furnish personal information on its employees performing in support of this statement of work. Personal information will be used in case of muster and/or recall in emergency situations as deemed necessary by the Command Chaplain. 4.0 DELIVERY SCHEDULE. All deliverables shall be delivered to the Primary Technical point of contact identified in paragraph 7.0. 5.0 Accountability: The Contract Priest is directly accountable to the Command Chaplain and is responsible to provide the following items in addition to those listed above:5.1 The Contract Priest will provide weekly oral and written reports to the Command Chaplain. 5.2 The Contract Priest will provide a Payment Invoice no later than the last working day of the month to the designated representative, as an accounting for time spent performing duties of this contract and for payment on a monthly basis. 6.0 PLACE OF PERFORMANCE. The contractor shall perform services at the Chaplain's Office spaces and other places to be determined. 7.0 PERSONNEL QUALIFICATIONS. Offeror must be an Ordained Roman Catholic Priest in good-standing and endorsed by the Archdiocese for the Military Services, USA. Personnel proposed for this contract shall have the requisite skills and experience consistent with Roman Catholic Priests whose background and experience are acceptable to the Archdiocese for the Military Services, USA. 7.1 Resumes from prospective offerors shall be submitted to the Naval Air Station Jacksonville Contracting Officer and be reviewed and approved by the Command Chaplain and forwarded to the Naval Air Station Jacksonville Commanding Officer. 7.2 Resumes will be evaluated as pass/fail based on the following criteria:7.2.1 Offerors must have references from his diocese or religious order and ecclesiastical approval from the Archdiocese for the Military Services, USA. 7.2.2 Offerors must provide a Certificate of Ecclesiastical Endorsement and have Chapel or Parish experience. 7.2.3 Offerors must possess a general working knowledge of Microsoft Word, Microsoft Excel, Microsoft Power Point requirement, and Microsoft Outlook or equivalent software and desktop computer hardware. 7.2.4 No alien shall be allowed to perform under this contract without an Alien Registration Card ("green card") and/or in violation of the Immigration Laws of the United States. 7.3 Offerors resumes pass if they comply with the above criteria. 7.4 Offerors resumes fail if they do not comply with the above criteria. 7.5 Offerors must be interviewed by the Commanding Officer and Command Chaplain of Naval Air Station Jacksonville. 7.6 Offerors must demonstrate reliability, ability to interact with people from all socio-economic backgrounds whether military or civilian (including family members and retirees). 7.7 Offerors must have a positive personality and pleasant demeanor when interfacing with chapel staff, visitors, military personnel, parishioners, and others. 7.8 Offerors must be able to perform walking, standing, carrying of light items, cleaning of immediate work area may be required. 7.9 The contractor shall display the identification badge provided by security any time while at work. 7.10 The offeror shall become acquainted with and obey all pertinent Command, Navy, and DOD regulations, shall perform in a manner which precludes any waste of utilities, and shall not use government equipment for personal business. All motor vehicles operated on this installation by the contractor shall be registered with base security and operated according to applicable directives. Smoking by the contractor is restricted to designated areas. 7.11 The offeror, although in fact not a Government employee, shall comply with Executive Order 11222 of May 8, 1965, "Prescribing Standards of Ethical Conduct for Government Officers and Employees." 8.0 Points of Contact. 8.1 Primary Technical - Chaplain Gerald Felder, 904-542-3051 Naval Air Station Jacksonville Command Chaplain 8.2 Contracts/Invoicing - RP2 Harriett Seats, 904-542-3051 Naval Air Station Jacksonville Command Religious Program Specialist 9.0 PERFORMANCE APPRAISAL. Performance shall be evaluated by the Command Chaplain on a quarterly basis in accordance with the following criteria: 9.1 Timeliness of delivery. 9.2 Deviation from the Delivery Schedule. 9.3 Fulfilling of contractual obligations listed above. 9.4 Positive enhancement of the Roman Catholic community. 10.0 Units of Service and Cost- The position will be funded on an annual basis commencing on 1 August 2009 through 31 July 2010.
