Description
This is a combined synopsis/solicitation for commercial items with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation is issued as a request for quotation (RFQ) under solicitation number DTMA1Q09055. This solicitation document and incorporated provisions/clauses are those in effect through Federal Acquisition Circular (FAC )2005-31 (APR 2009). The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. The following factors shall be used to evaluate offers: (i) Past Performance(ii) Price This requirement will be 100% Small Business Set Aside, and the NAICS code is 336611 with a Small Business size standard of 1000 employees. The Department of Transportation (DOT) Maritime Administration (MARAD) Central Region Beaumont Reserve Fleet 2600 AMOCO Road; Beaumont, TX 77705 intends to procure services to accomplish Winch repair of the BARBARA LOIS as specified in the below associated specifications and Statement of Work (SOW) on a firm-fixed price basis: The attached package includes the following items: 1.GENERAL SPECIFICATIONS 1.1The contractor shall provide all labor, equipment, materials, parts, and tools to accomplish the specification(s)1.2The contractor shall obtain all applicable Insurance's, Marine Chemist certificates, and permits required by law to accomplish the specification(s).1.3The contractor shall provide names and driver license number for all employees performing the work for security entry to the facility.1.4All removals required to gain access shall be included to accomplish the repairs, renewals and additions enumerated herein. The contractor shall replace all removals for access.1.5The contractor shall take measurements of dimensions and proportions to accurately carry out these repairs. Measurements referred to in the specification(s) are estimates given for identification and general guidance only.1.6Materials or equipment identified in these specifications may be substituted with equivalent products with MARAD.1.7The contractor shall dispose of all waste removals as per local, state and federal regulations. Copies of disposal documentation, if required, shall be delivered to MARAD.1.8The contractor shall clean and restore all areas disturbed by work outlined in the specification(s) as original. Maintain the vessel in a safe and clean condition. 2.STATEMENT OF WORK: 2.1 The contractor shall repair and overhaul the Upper Drum Winch on the M/V Barbara Lois. Winch Specifics: HBL SHW-OH Upper Drum Winch 2.2 The contractor shall meet with the Fleet Program Manager's representative to schedule work so that it does not interfere with vessel operations. 2.3 The contractor shall make all necessary electrical and mechanical disconnection to remove the winch from the vessel. The winch shall be removed from the vessel and repaired at the contractor's facility. 2.4 The government will provide crane services to remove the winch from the vessel and to load the winch back on the vessel after the repairs have been completed. 2.5 The contractor shall disassemble, clean and inspect the winch gear box. The following repairs shall be made: a.Press off gears from main shaft. b.Repair main shaft journals and machine to accommodate new gear set.c.Replace Gear Setd.Repair Jaw Clutch area on Drum and machine to manufacturer's specificationse.Repair Jaw Clutch Drum Bushings two (2) and machine to manufacturer's specificationsf.Repair Gearbox Line Bore two (2) Bearing Sights and machine to manufacturer's specificationsg.Replace all Bearings and Sealsh.Clean, Prime and Paint winch assemblyi.Replace all oils and Lubricants 2.5 The contractor shall prove operational the Upper Towing Winch with Manufactures recommended specifications and practices within the performance period specified. The contractor shall tune test run Winch to the satisfaction of Marad Representative after overhaul and installation has been completed. 3.GOVERNMENT FURNISHED: 3.1EquipmentNone3.2MaterialsNone3.3LaborCrane Operator3.4PartsNone3.5ToolsNone3.6ServicesCrane Service 4. PERFORMANCE CRITERIA/DELIVERABLES: 4.1PERFORMANCE:4.1.1 This work scope would like to be completed within 45 working days of the notice to proceed.4.1.2Work shall commence and be completed from Monday through Friday, 0700 to 1700 unless otherwise specified.4.1.3Notify the Fleet's Program Manager by condition report of any conditions which may impact the completion of the work scope. 4.2DELIVERABLES: Prove operational the Upper Towing Winch IAW Manufactures specifications and practices within the performance period specified. Provide written warranty. Provide written report covering work accomplished and findings resulting from visual inspection and measurements taken to support work undertaken. 5. BID QUOTATION 1.0 Repair and overhaul the 1 JOB Unit Price Upper Drum Winch on the M/V Barbara Lois. NOTE: ADDITIONAL WORK ABOVE THE ORIGINAL CONTRACT SPECIFICATIONS WILL CONSTITUTE A CHANGE TO THE CONTRACT AND WILL BE NEGOTIATED, AND BECOME AN AMENDMENT TO THE CONTRACT BY MUTUAL AGREEMENT. REDUCTION OF ANY ITEM BEFORE COMPLETION OF SAME WILL CONSTITUTE A CHANGE TO THE CONTRACT AND WILL BE NEGOTIATED, AND BECOME AN AMENDMENT TO THE CONTRACT BY MUTUAL AGREEMENT. THE MARITIME ADMINISTRATION RESERVES THE RIGHT TO REDUCE OR CANCEL ANY ITEM AT ANY TIME. All deliverables shall be FOB destination. Responses and questions to this Request for Quotation (RFQ) should be directed to the Department of Transportation via email to ronald.parker@dot.gov or fax to 202-366-3237 no later than 22 July 2009 by 11:00 a.m. local time, and quotes shall be submitted by 24 July 2009, @ 11:00 am E.D.T. Reference: DTMA1Q09055 on your RFQ. Award will be fixed price. Award will be made to the vendor who offers the best value to the Government which conforms to this RFQ.
