Description
The Office of Public Health and Science (OPHS), Office on Women’s Health (OWH), through the Program Support Center, Division of Acquisitions Managements, intends to award a sole source contract using simplified acquisition procedures to the Rife Communications, Inc., 6931 Arlington Road, #301, Bethesda, MD 20814. The purpose of this contract is to acquire professional services to 1) conduct an environmental scan (investigation, research, and analysis) of information available to women, adolescent girls, men, and boys, on the Internet and 2) provide overview of health information seeking habits of women, adolescent girls, men, and adolescent boys. The contractor shall be responsible for the following tasks: Provide project management Subtask 1 Coordinate a project kick-off-meeting/conference call Subtask 2 Prepare a project management plan and timeline Perform an environmental scan and assessment of the information available on the Internet for the targeted populations—women, adolescent girls, men, and adolescent boys. This should include information on patterns of use for key websites, including, but not limited to traditional websites, blogs, and other social, or new media tools. Research the health information seeking habits of women, adolescent girls, men and adolescent boys. Develop a final report of all tasks above to present recommendations to OWH The contractor shall provide program management support under this contract. This includes the management and oversight of all activities performed by the contractor personnel, including subcontractors, to satisfy the requirements identified in this Statement of Work (SOW). The contractor shall identify a Project Manager (PM) by name and shall provide management, direction, administration, quality assurance, and leadership in the execution of this contract. The contractor shall develop a Project Management Plan (PMP) that augments the technical, management, and personnel approaches of the contractor’s quote, and shall be used as a foundation for technical and resources management planning. The PMP shall address the approach for accomplishing the tasks. When the contractor identifies agreed upon deviations from the PMP, the contractor shall provide the supporting rationale necessitating the deviation, in writing to the government Project Office within 7 working days of determining a need for a change. The contractor shall perform a scan of the reliable, science based, health information available on the Internet for women, adolescent girls, men, and adolescent boys. This scan should result in a list of the top health communication channels available for each population. The contractor shall outline the top 5 health communications channels for each target audience, including the patterns of use for these sites. The contractor should include the criteria used to determine the top sites in the final report. If there are no existing health communication channels, the contractor should outline the top overall websites (or other Internet-based tools) being used by the target audience. The contractor shall research the health information seeking habits of women, adolescent girls, men, and adolescent boys. This report should answer the basic question of “how do they receive information regarding their health?” (how have they gathered information about their health and health issues---parents, media, school, friends, etc. and when do they talk about it—in what context—with parents and/or friends, in school or health class, during doctor’s visits, etc.). Upon completion of the previous tasks and subtasks, the contractor shall analyze findings to provide comprehensive report and recommendations to OWH. The report should include detailed components and the rationale for each component should be included. The report must be written in plain language and created in a 508 compliant manner. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source under authority of far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
