Description
This action is being solicited under the American Recovery and Reinvestment Act (ARRA) of 2009. This is a design-build project for the design and construction of the BEQ at NAB Coronado, San Diego, CA. The work to be performed provides for the design and construction of an 18,480 square meter multi-story concrete BEQ with 264 1+1E modules (housing 528 E1-E3 personnel; with a maximum of up to 1056 E1-E3 personnel)(70 square meters each). Modules will include living areas, four walk-in closets, stackable washer and dryers, kitchenettes, and semi-private baths. Project also includes fire protection, antiterrorism/ force protection, and data information systems (such as phone, cable TV wiring, and computer network). Supporting infrastructure includes pile foundation, paving, site improvements, exterior lighting, utilities, storm water pollution prevention best management practices, construction & demolition, waste management, and antiterrorism/force protection measures. Estimated Construction Cost Limitation (CCL) is $68,389,000. The North American Industry Classification System (NAICS) Code is 236220 and average annual receipts is $33.5 million over the past three years. This procurement is UNRESTRICTED. This is a source selection procurement requiring both technical and price proposals. Contract award will be made to the offeror using best value trade-off procedures. The evaluation factors are anticipated to be as follows: (1) Offeror's and Lead Design Firm's Experience; (2) Sustainability/USGBC LEED Certification; (3) Schedule; (4) Past Performance; (5) Small Business Utilization - Subcontracting Plan; and (6) Price. Large business concerns are required to submit a subcontracting plan prior to award of the contract. The Request for Proposal (RFP) will be available on or about 30 July 2009. The RFP, including the plans and specifications, will be available through the Navy Electronic Commerce Online (NECO) website https://www.neco.navy.mil. Hard copies containing the RFP will not be issued. Contractors should register with FEDBIZOPPS (FBO) at www.fbo.gov to obtain access to the solicitation. Registration instructions can be found on the FBO website. Contractors may view and/or download the solicitation and all amendments from FBO. Amendments will normally be posted to the NECO website. If the amendment contains drawings, the drawings will be posted on NECO. It is highly recommended that firms register on the NECO and FBO website as a planholder as this will be the only planholder's list available. It is the offeror's responsibility to check the NECO and FBO websites periodically for any amendments to the solicitation. The anticipated award date is 30 September 2009.
