- The USDA, Animal and Plant Health Inspections Service (APHIS), Veternarary Services (VS), Laredo, TX. 78041-9536, Intends to procure Twenty (20) 30 gallon Skid Sprayers FOB DESTINATION, NAICS Code: 423820. This is a firm fixed price contract. Simplified procurement procedures will be used as well as commercial item acquisition regulations per FAR 12. THIS IS A COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation document incorporates provisions and clauses which are in effect through the current Federal Acquisition Circular. Applicable FAR clauses are incorporated by reference: Prompt Payment 52.249-1; Changes--Fixed price 52.243-1; Instruction to Offerers - Commercial Items 52.212-1; Evaluation-Commercial items 52.212-2; Offerer Representations and Certifications 52.212-3; Contract Terms and Conditions-Commercial Items 52.212-4; Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items 52.212-5; This acquisition is a 100% small business set aside. The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Technical and past performance, when combined are significantly more important than cost or price; trade-off process. Proposals are due by Friday, July 24, 2009 4:00 PM CST. Effective October 1, 2003, the Federal Aquistion Regulation (FAR), requires that contractors be registered in the Central Contractors Registration (CCR) System before they can be awarded contracts. Offers should include tax payer identification number_____________________ and DUNS number__________________________ and business size_______________________. Specifications for sprayer: Skid mounted, 30 gallon fiberglass tank, 3HP Honda engine (Brand name or equal), duplex piston pump providing 3.6 GPM @ 500 PSI, GES pistal grip gun which sprays fan to stream, hose reel with 3/8” x 100 Ft. hose, all fittings will be made out of Brass, bronze and/or stainless steel. Note pricing must include FOB Destination.
