- Description
- The Department of Commerce, National Institute of Standards and Technology (NIST), Gaithersburg, MD Acquisition Management Division Office intends to upgrade Freight Elevator No. 2 in Building 245. This procurement is being solicited as a TOTAL SMALL BUSINESS SET-ASIDE. The NAICS code applicable to this solicitation is 238290 (Other Building Equipment Contractors), and the corresponding size standard for determining whether or not a firm qualifies as a small business is $14.0 million in average annual receipts (gross) over the past three years. The existing hydraulic elevator must have the elevator pump motor, controller, and other associated elevator equipment removed and replaced. Minor building renovation shall be performed to support new work as required by code. In accordance with FAR 36.204, the anticipated magnitude of this project is between $250,000.00 and $500,000.00. A bid bond and performance and payment bonds will be required against this solicitation and resulting contract. The solicitation will be issued on or about July 31, 2009, with an award anticipated on or about September 23, 2009. A pre-proposal conference with site visit will be held with the scheduled date identified in the solicitation. Due to the long lead time of the elevator, the project shall not commence until all material is on site. This requirement is meant to lessen the adverse affect of the existing elevator being unavailable during construction. From the date that all equipment and material are on site, the period of performance for this project shall be 60 calendar days. Source selection will be made using the best value, lowest price technically acceptable process (FAR 15.101-2). The Government will not pay for any information solicited. Offers that do not meet ALL the requirements or are not submitted within the allotted time will not be considered. All contractors doing business with the Federal Government are required to be registered with the Central Contractor Registry (CCR) and the On-Line Representations and Certifications Application (ORCA). To register with the CCR and ORCA and become eligible to receive an award, all offerors must have a Dun and Bradstreet Data Universal Numbering System (DUNS) identifier. A DUNS number may be acquired free of charge by contacting Dun and Bradstreet at 800-234-3867 or on line at https://www.dnb.com and opening "get a D&B D-U-N-S number". Potential Offerors will be responsible for obtaining this solicitation and related Amendments, if any, from www.fbo.gov after the solicitation has been posted. It is, and will continue to be, the responsibility of each potential Offeror to monitor www.fbo.gov for any amendments or other information related to the solicitation; the Government will not be maintaining a mailing list.
