Description
SF-1449 and Statement of Work The United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Pacific Services Center (PSC) Honolulu, HI, intends to issue a solicitation, utilizing the procedures at Federal Acquisitions Regulations Part 13, for the award of recording of touch screen interface narratives which contain local scientific and cultural issues relevant to the NOAA's Pacific Region environmental literacy program and in conjunction with NOAA's Honua program. The recorded narratives will target elementary school aged children in Hawai`i and assist in general outreach by the Pacific Services Center. Narrative recordings will support the existing NOAA's Honua data visualizations currently in use by the Pacific Services Center, Environmental Literacy team. Narratives include messages that support the NOAA and PSC mission. The overarching message to weave all segments together is "our coasts, our future" to encourage environmental stewardship, environmental literacy, and foster an interest in science education and careers. The segments convey complex scientific ideas in an easy to understand format and describe the data displayed. The narratives target the general public, informal and formal educators, and students. NOAA's Honua Data Visualizations are displayed on "magic planet" touch screen interface with thematic sections entitled. The anticipated period of performance for this contract shall be from date of award through August 31, 2010. This is a 100% small business set aside procurement. The North American Industry Classification System (NAICS) Code is 512240, with a size standard of $7 million. The Government's estimated cost for this requirement is not expected to exceed Simplified Acquisition Threshold. Solicitation and Offers: The solicitation and specifications will be posted to the Federal Business Opportunity website, www.fedbizopps.gov for viewing and downloading purposes on or about 1-2 days from the date of this notice and will close approximately 14 days after the release of the solicitation. All future information regarding this acquisition, including amendments, will be distributed solely through this website. Hard copies of the solicitation will not be available. Interested parties are responsible for downloading their own copy of the solicitation and amendments (if any) and monitoring the website to ensure that they have the most up to date information regarding the acquisition. Proposals/Offers shall be submitted in accordance with the guidelines outlined in the solicitation document. All questions resulting from this notice or the subsequent solicitation document must be submitted in writing via email to Brian.Clark@noaa.gov Reference the solicitation number in the subject line of your email. Offers and all required documents maybe submitted electronically, mail carrier, or via fax (843)740-1290, however; the Government shall not be responsible for the malfunction of electronic machinery or mail carrier error. The award will be made on or around August 13, 2009.
