Description
The Olympic National Forest, Washington, intends to acquire by contract construction of four (4) new, treated timber trail bridges averaging approximately 45 feet in span. Work shall include: mobilization; removing three (3) trail bridges; clearing; grubbing; hazard tree removal; hand excavation; gabion abutment installation; installing a concrete leveling pad on bedrock; backfill; approach trail realignment and the supply and installation of new trail bridges. All materials shall be provided by the contractor. Helicopter mobilization may be necessary to complete the work on this project. Access trails are steep and narrow and the existing trail bridges are closed to stock use. This project is located on the Hood Canal Ranger District of the Olympic National Forest, Section 31, Township 23 North, Range 5 West, W.M., and Section 36, Township 23 North, Range 6 West, W.M., northwest of Shelton, Washington. Project site may be reached by traveling north from Shelton Washington, on Highway 101 for approximately 6.8 miles to the Skokomish Valley Road. Turn left onto the Skokomish Valley Road, travel 5.5 miles on the Skokomish Valley Road, to Forest Road 23, turn right onto Forest Road 23, travel 9.6 on Forest Road 23, to Forest Road 2353 turn right onto Forest Road 2353, travel 3.3 miles on Forest Road 2353, to Forest Road 2355, go straight onto Forest Road 2355, travel 1.7 miles to trailhead (decommissioned road 2355100 converted to trail). Travel 0.9 miles on the trail (decommissioned road 2355100) to the South Fork Skokomish River Trail, trail number 873. Travel southeast on the South Fork Skokomish River Trail approximately 1.0 mile to bridge/project site at mile post 4.12 of the trail. Continue southeast on the trail 0.12 miles to bridge/project site at mile post 3.98. Again continue southeast 0.63 miles to bridge/project site at mile post 3.35. And finally continue southeast 0.23 miles to final bridge/project site at mile post 3.12. The bridge has been removed at this site. Trail maps are available at Olympic National Forest information desks. Period for performance is from September 01, 2009, to November 01, 2010. Helicopter use is restricted to August 6th to November 30th. In-stream work is not approved for this contract. Trail machinery, including motorized wheelbarrows, and heavy machinery are restricted to operation, which generates noise greater than 92 db, between 2 hours after sunrise to 2 hours before sunset, from April 1st to September 15th. Project Manager is Mr. Shannon Henriquez, 360-956-2264. The government will proceed to issue a solicitation as a Request for Proposals. This acquisition is 100 percent set-aside for small business concerns. Offerors will be evaluated on price, experience, and past performance. Contract award will be to the offeror whose offer, conforming to the solicitation, is the best value to the government. The government estimated value is between $250,000 and $500,000. Bid bond is required. Performance and payment bonds are required for this project. Davis-Bacon wage rates apply to any resulting contract. The proposed contract type is firm-fixed price. This solicitation will be available on or about AUGUST 01, 2009. All responsible sources may submit an offer which will be considered by the government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the offeror will render an offeror ineligible for award.
