Description
This project is structured as Design/Build procurement. The solicitation is open to all firms on an unrestricted basis however; all firms shall obtain all required permits, licenses, and authorization to perform work and comply with all applicable Government of Singapore (GOS) local laws and regulations in addition to DoD requirements. The North American Industry Classification System (NAICS) Code is 236118. The estimated price range is between $1 million and $6 million. The Government intends to award a Firm Fixed-Price contract without discussions however reserves the right to hold discussions, if necessary. The Government intends to release the request for proposal on or about 24 July 2009. A pre-proposal conference will be held on or about 31 Jul 2009 in Singapore. The anticipated proposal due date is 21 August 2009. This project provides for the renovation and miscellaneous repairs to 50 bungalows and 18 flat units in 3 buildings at the U.S. Navy Region Center Singapore. The design and construction work includes the architectural, mechanical, electrical, plumbing and other miscellaneous work for the 50 bungalows which consist of 4 different bungalow designs and 18 flats units of the same design. The anticipated contract period of performance is estimated at 1792 calendar days which consists of design and on-site construction for the base units with an additional 288 calendar days if all options are awarded. The total potential contract period of performance (base + options) is 2080 calendar days. This project consists of a base bid of 4 (four) items (the four different bungalow designs) and 27 (twenty-seven) additive (optional) bid items consisting of optional items for the bungalows and flat. The additive (optional) bid items may or may not be awarded with base bid award. This solicitation utilizes source selection procedures which require the offerors to submit a technical proposal, past performance and experience information, and a price proposal for evaluation by the Government. Award of a contract shall be made to the responsible offeror whose proposal, conforming to the solicitation, represents the best value to the Government, price and technical factors considered. The anticipated technical evaluation factors are as follows: (1) Price and (2) Technical. The technical sub-factors may include past performance, experience, key personnel, safety, concept drawings, and schedule. The Government intends to award a contract without conducting discussions; therefore, the offeror's initial proposal shall contain its best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions if deemed necessary to obtain the best value for the Government. Proposals received from all responsible sources shall be considered. The RFP will be issued via the Asia Navy Electronic Commerce Online (AsiaNECO) website; https://www.asia.neco.navy.mil and can be downloaded free of charge. All prospective offerors must register themselves for this solicitation via the AsiaNECO website. IMPORTANT NOTICE: Offerors are required to register in the Central Contactor Registration (CCR) database prior to the award of the contract. Be advised, failure to register in the CCR makes an offeror ineligible for award of DoD contracts. The purpose of this database is to provide basic business information, capabilities and financial information to the Government. Registration in the CCR database can be accomplished at the website http://www.ccr.gov. Reference is made to DFARS Clause 252.204-7004, Required Central Contactor Registration.
