Description
JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITIONThis is a sole source procurement under the 'Other than Full and Open Competition' (FAR 6.302-1). The associated NAICS code for preventative maintenance and repair is 423430. The West Palm Beach Department of Veteran Affairs Medical Center (VAMC) intends to award a sole source contract for preventative maintenance, repair and certification services for two (2) Visitor Manager Identification Badge Card Systems and all of its associated components to, Card Solutions Corporation 7900 Nova Dr Ste 103 Fort Lauderdale, Fl 33324-5821. AUTHORITY CITED: A.) FAR 6.302-1 REASON FOR AUTHORITY: FAR 6.302-1: Market research found Datacard Group is the manufacturer of the equipment and they have authorized dealers located for each region to maintain and service their equipment. According to the Manufacturer of the equipment (Datacard Group) Card Solutions Corporation is the only authorized dealer for the West Palm Beach area. As the authorized dealer Card Solutions Corporation will be the only company able to provide replacement parts, new parts and maintenance on the equipment as required in the statement of work. APPLICABLE CONDITIONS: The contractor shall provide services to the Department of Veterans Affairs Medical Center, West Palm Beach, Florida. The contractor shall provide preventative maintenance/certification services by factory trained system engineers in accordance with manufacturer's specifications. The services to be performed by the vendor will consist of providing all management, tools, supplies, equipment, temporary replacement equipment and labor necessary to maintain and repair both of the Visitor Manager Identification Badge Card Systems to include all components associated with the successful making of badges. The contractor shall furnish lubricants and cleaning supplies to maintain the system. The contractor shall ensure all components and equipment associated with the Visitor Manager Identification Badge System are maintained according to the manufacture's recommendations by performing scheduled preventive maintenance tasks and provide certification of maintenance. The contractor shall ensure all components of the Visitor Manager Identification Badge System operate safely, are clean and are free of corrosion. The contractor shall minimize disruptions and inconvenience to users by maintaining a fully operational system and/or backup system until necessary repairs are made. The contractor shall provide complete system software updates/configuration to maintain daily operation. The contract will be established for one base year with four (1) one year option years. However the determination of needed services will be based on the COTR. EFFORTS TO OBTAIN COMPETITION: This Notice of intent is not a request for competitive quotes. However, any firm that believes it can meet these requirements within the local catchment area may give written notification to the Contract Specialist, who will evaluate all responses received. The determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. INTERESTED SOURCES: Any responsible sources may submit a response which, if timely received, will be evaluated to search for additional sources that are capable of satisfying the agency's requirements. Any responsible source that submits a response shall submit proof of certification by Datacard Group factory trained system engineers. All responses shall be submitted via email. BARRIERS TO COMPETITION: Proposed contract actions will continue to be posted to the GPE. Interested Contractors for upcoming procurements shall submit responses to future solicitations.
