- Description
- NAVAIR, PMA 202 Aircrew Systems, intends to put in place a Basic Ordering Agreement (BOA) with East/West Industries (EWI). The Basic Ordering Agreement (BOA) is to provide the Naval Air Systems Command a contract vehicle to obtain services from EAST WEST INDUSTRIES Inc. 80 13th Ave Ronkonkoma, NY 11779-6800, the Original Equipment Manufacturer (OEM). EWI is the only manufacturer of emergency oxygen systems that are used in the E-2C/D Parachute Survival Ensemble and seat survival kits on F/A-18A-G, T-45A/C, EA-6B, and AV-8B. The government does not own the technical data packages or rights to any of these systems. These systems are also designated Critical Safety Items(CSI). These services are to include engineering studies and investigations, technical data, integrated logistics support, engineering drawing and data, system/component improvements, testing, spare and repair parts, technical manuals, interim support materials, and provisioning technical documentation. This is a notice of intent to request a proposal and negotiate with East West Industries, on an other than full and open competitive basis. The Government intends to negotiate on a sole source basis with East West Industries to procure their services as stated above. These components are designated Critical Safety Items. As such the unique mission of these life supporting/life saving components mandates that it be manufactured, repaired and modified only by a qualified source. East West Industries is the sole designer and developer of the necessary data required to develop a competitive package and as proprietary owner have confirmed that it is not available to be purchased.
