Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information contained in this notice. This procurement is being conducted under Simplified Acquisition Procedures in accordance with FAR Part 13.5. This solicitation document and incorporated provisions and clauses are those in effect through the July 2009 Federal Acquisition Regulation revision, which includes the consolidation of all Federal Acquisition Circulars through 2005-34. This acquisition is NOT a small business set-aside. This announcement constitutes the formal Request for Quotation (RFQ) and no additional written solicitation WILL be issued. It is the intent of the National Library of Medicine (NLM), National Institutes of Health (NIH), Department of Health and Human Services (HHS), to negotiate on a sole source basis with the College of American Pathologists SNOMED Terminology Solutions (CAP STS), a not-for-profit Illinois corporation with offices in Northfield, IL for SNOMED CT© consulting services relating to the completion of reimbursement mappings from SNOMED CT to ICD-9-CM. The period of performance for this purchase order is two (2) months from the award date. NLM began the project to develop reimbursement mappings from SNOMED CT to ICD-9-CM in 2004. At that time NLM established a purchase order with the College of American Pathologists (CAP), the then-owners of SNOMED CT, to obtain their expertise in development of these mappings to ensure the results were definitive and credible. The project was put on hold in 2006 and 2007 and was restarted in 2008. This new purchase order will facilitate the completion of this important work in fiscal year 2009. CAP STS continues to be a recognized authority on the meaning and intended usage of SNOMED CT and on the current content and structure of this large and complex vocabulary. CAP STS has been involved with this project from its inception. In addition to providing expertise on SNOMED CT, CAP STS has maintained the authoritative version of the mappings over time. The resources, both time and money, needed to bring another organization up to speed so they could provide these services would be cost prohibitive and significantly delay the release of the mappings. Based on all these factors, CAP STS is therefore uniquely qualified to provide the services required for this solicitation. All proposals received within fifteen (15) days from the date of publication of this synopsis will be considered by NLM. NLM Synopsis No. NLM-09-142-UHP. EMAILS AND FACSIMILES WILL NOT BE ACCEPTABLE. Firms interested in responding to this notice must be able to provide the professional services required by NLM. The offeror shall include all information necessary to document and/or supports the qualification criteria in one clearly marked section of its quotation. All responses from responsible sources will be considered.
