Description
NAICS Code: 611310 THIS IS A SOLE SOURCE PROCUREMENT, NOT AN RFQ. NAICS: 611310 The U.S. Environmental Protection Agency (EPA), Office of Air and Radiation (OAR), Office of Atmospheric Programs (OAP), Clean Air Markets Division (CAMD) intends to award a sole source fixed-price PurchaseOrder using Federal Acquisition Regulation (FAR) Part 13.106-1(b)(1), Simplified Acquisition Procedures to the University of Virginia's Department of Environmental Science of Charlottesville, Virginia. The purpose of this acquisition is to obtain specific point location data for water quality monitoring sites. The main service rendered to the EPA under this procurement is to produce and deliver raw and valid site water chemistry data in database format, site attributes and site documentation information (geographic coordinates, elevation, site maps, site access notes and photographic image files). The data are compiled, qualified and stored by the University of Virginia as function of coordinating the two monitoring programs, SWAS (Shenandoah Watershed Study) and VTSSS (Virginian Trout Stream Sensitivity Study), and are not publicly available. Therefore, it is necessary to obtain the information directly from the University of Virginia. In addition, UVA is the most qualified to provide these deliverables given their proximity to the site locations and their current and historical understanding of the data. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. No contract will be awarded on the basis of offers received in response to this notice. Notwithstanding, any firm who believes it is capable of meeting EPA's requirement as stated herein may submit a response, which if received within 10 calendar days of the date of this announcement, will be considered. Responses to this posting must be in writing. A determination not to compete the proposed Purchase Order based upon the responses to this notice is solely within the discretion of the Government. All questions should be directed to the email link below. Telephone inquiries will not be accepted. The point of contact for this procurement is Nicole Schuller, Contracting Officer, at schuller.nicole@epa.gov.
