Description
ERDC Contracting Office intends to solicit on a sole source basis under the authority of FAR 6.302-1 to PCB Piezotronics, Inc., SVS Division, 3425 Waldlen Avenue, Depew, NY 14043-2417. This procurement is being conducted under Simplified Acquisition Procedures (SAP) - only one responsible source and no other supplies or services will satisfy agency requirements. PCB Piezotronics, Inc. is the only known source capable of meeting the Government's requirements due to the unique capability to provide these instruments. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the idientified point of contact not later than 4:00 CST on 22 July 2009. Such capabilities/qualifications will be evaluated solely of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent. Interested parties may submit any information for consideration by the Government to Ellaine.R.James@usace.army.mil with solicitation number referenced in the subject line. \ STATEMENT OF WORK The Structural Engineering (StEB) Branch, Geosciences and Structures Division, Geotechnical and Structures Laboratory, will conduct experiments in support of the development of a new close-in PC based airblast code. This code will include the ability to predict above ground airblast and to calculate the loads on simple structural elements from a variety of explosive sources and configurations while maintaining ease of use. Emphasis will be placed on close-in airblast loads (within the fireball) and non-typical explosive sources, including HMEs (home made explosives). In order to achieve the required data to develop this code, experiments will be conducted during which air blast is measured in an extremely high pressure environment. To measure pressures in a close-in blast environment, StEB must use sensors with sufficient high amplitude range and high frequency response. The required sensors to be used in this series of experiments have been used in past experiments in which the measurement of high pressure was required. To conduct more experiments in which high pressure recording is required and to support this particular effort, comparable sensors which are also very reliable in this extreme close-in environment are required.
