- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued, paper copies of this solicitation will not be available. This is a commercial solicitation using Simplified Acquisition Procedures found in FAR Part 13, solicitation no. is F1U3C19181A001 and is issued as a request for quotes (RFQ) on July 16, 2009. This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2005-23. FAR clause descriptions are available via the Internet at http://farsite.hill.af.mil/. The set-aside for this solicitation is Full Hub Zone. NAICS code: 532490. Size Standard: $7 Mil. This solicitation is for the following: Rental of one 750J Dozer and one 850J Dozer or equal to item. Dozers will be a 2005 or newer model. Rental needs to be quoted for unlimited hours for the period of date of award to 31 Sep. Dozers will include enclosed climate controlled cab, 6 way blade, and tow bar mounted on rear. Contractor will supply all operational fluids and maintenance at no additional cost. Contractor will have 24 hours to replace a hard broken machine. If not replaced within those 24 hours payment will be with held until replaced. Contractor will provide government with contact numbers to personnel for maintenance issues. Contractor will provide own transportation to and from equipment location in order to do maintenance and services to rental. Contractor will provide transport of equipment to and from Eielson AFB and equipment location (this will be arranged at time of award). Government will inspect the equipment on a daily basis and contractor will provide and replace identified wear items. Rental equipment needs to be delivered sometime the day prior to contract start and picked up the day after contract end. If equal items are quoted please provide detailed specs for comparison of capabilities. The estimated date of delivery will be 22 July 2009 with FOB: Destination for delivery to 354 CES/CEF; Eielson AFB, AK 99702. The Government will award a firm-fixed price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. The following factors shall be used to evaluate offers: low price and technical acceptability.
