- RECOVERY--Restoration of the existing Esek Hopkins Armed Forces Reserve Center (AFRC) in Cranston, Providence County, Rhode Island, including the training building with 63,773 square foot (SF). The training building will be repaired/restored and brought up to current Army Reserve standards. Repairs will replace floors, ceilings, doors, windows, electrical, mechanical, fire protection, and plumbing systems. A new main entry/lobby will be constructed. Supporting facilities will include replacement of utilities serving the project/site. The estimated cost range for this project is $10M to $25M (closer to $10M). This is a General Small Business Set-Aside procurement. NAICS code is 236220. Size limitation is $33.5M. The construction contract duration is approximately 490 days. The solicitation will contain one option for the following: Provide temporary building space of 8,400 (SF) to include office/admin space, training/classroom space, toilet/shower facilities, and unheated storage located within the AFRC site boundary for the duration of the contract. Marines will utilize this space during the contract duration. This project is a part of the American Recovery and Reinvestment Act (ARRA) of 2009. The following ARRA clauses will be included in the solicitation/contract: FAR 52.225-23, American Recovery and Reinvestment Act of 2009 (the Recovery Act) -- Buy American Requirements for Construction Material; FAR 52.203-15, American Recovery and Reinvestment Act of 2009 (the Recovery Act) -- Whistleblower Protections; FAR Subpart 5.7, Publicizing Requirements Under the American Recovery and Reinvestment Act of 2009; and FAR 52.204-11, American Recovery and Reinvestment Act of 2009 (the Recovery Act) -- Reporting Requirements. A site visit has been tentatively scheduled for 9:00 AM (EDT) on 9 September 2009 at the Esek Hopkins AFRC training building. The proposals will be evaluated using the Lowest Price Technically Acceptable (LPTA) Source Selection Process with the following rated evaluation criteria: Prime Contractor Past Experience, Prime Contractor Past Performance, and Management Plan including schedule. The approximate issue date is 12 August 2009 and approximate closing date is 23 September 2009, 2:00 PM Eastern Daylight Time (EDT). Project documents will be issued via the web only.
