- Solicitation NIHOF2009126 COMBINED SYNOPSIS SOLICITATION Number: NIHOF2009126 NAICS CODE: 541513 SMALL BUSINESS SIZE STANDARD: $13.0 Million (1) (a) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a solicitation package is attached. (b) It is anticipated that award will be made for five (5) years, a base year and four option years. The implementation of each option year will be at the Government's discretion. Commercial Acquisition procedures will be used for this acquisition per FAR Part 12. This acquisition is determined to be subject to FAR Part 15 regarding contracting by negotiation. (c) See the attached solicitation package for the following additional information: Instructions for completion of solicitation package, Schedule of Commercial Services and Prices, Statement of Work and Applicable clauses 52.212-1, "Instructions for Offerors-Commercial Item", 52.212-3, "Offeror Representations and Certifications-Commercial Items", 52.212-4 "Contract Terms and Conditions - Commercial Items" and 52.212-5 "Contract Terms and Conditions required to Implement Statutes or Executive Orders-Commercial Items. Offerors will be evaluated in accordance with Section E-2 of the solicitation package. (2) Solicitation Number: NIHOF2009126 (3) This Solicitation is issued as a Request for Proposal (RFP). (4) This acquisition is totally set-aside for 8(a) Disadvantaged Small Business Concerns with NAICS Code 541513 - Computer Facilities Management Services. The Small Business Size is $13 Million. (5) Description of Supplies/services: The National Institutes of Health (NIH) plans to enter into a Fixed-Price, Non-Personal Services contract to provide management and oversight of existing and new Real Property Management Office (RPMO) computer hardware and software systems. (6) Proposals are due August 17, 2009 at 2:00 p.m., Eastern Standard Time. Late proposals will not be accepted. Proposals shall be sent via mail, courier, or hand delivered to: The National Institutes of Health, 9000 Rockville Pike, Building 13, Room 2E48, Bethesda, MD 20892, Attn: Mary Grasson.
