- RECOVERY ACT. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER RECOVERY ACT, THIS PROCUREMENT IS A 100% SET-ASIDE FOR SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS (SDVOSB) FIRMS. VISN 20 Network Contracting anticipates the award of a firm-fixed-price contract for construction of Project Number 648-09-120, Hi-Tech/Hi-Cost Equipment at the Portland VA Medical Center, will be responsible to provide all labor, material and equipment necessary to add automatic door operators to four double egress doors in Building 100; replace three of the doors and hardware. All work is to be completed within approximately thirty calendar days after date of receipt of notice to proceed. This includes final inspection and clean-up. The applicable North American Industry Classification System Code for this procurement is 236220. To be considered a small business under this code the SBA size standard must not exceed $33.5 Million. The construction cost range for the project is between $25,000 and $100,000. The Request for Proposal (RFP) solicitation will be issued on or about July 31, 2009. A pre-proposal site visit will be held at a date specified in the solicitation. All information for this solicitation will be posted on FedBizOpps http://www.fedbizopps.gov. The Government will not provide paper copies of the solicitation. Bidders will be responsible for downloading their own copy of the solicitation package, drawings and subsequent amendments, if any. The solicitation will be issued pursuant to the authority of Public Law 109-461, 38 U.S.C. 8127 and 8128. Telephone, written, facsimile, or e-mail requests for the solicitation will NOT be honored. This is a competitive negotiated acquisition. The Government intends to use lowest priced technically acceptable evaluation process the technical factors specified in the solicitation will be technically rated on a "go/no go" basis. It is expected to be a firm fixed price construction project. The government intends to award without discussion; offerors should provide their lowest price in the initial response. Award will be made to the offeror submitting the lowest priced technically acceptable offer. The government reserves the right to hold discussions if necessary. Potential bidders MUST register at FedBizOpps www.fedbizopps.gov in order to receive notifications and/or changes to the solicitation. Potential bidders are responsible for monitoring this site for the release of the solicitation package and any other pertinent information. The Interested Vendors List (IVL) will be activated and may be accessed and printed from the FedBizOpps website.
