- To: UNITED TECHNOLOGIES CORPORATION, EAST HARTFORD, CT.,06108-0968. IAW FAR 5.207(c)(15)(ii), All responsible sources may submit acapability statement, proposal, or quotation, which shall be consideredby the agency SUBJECT: Repair, Overhaul and Modification of F100-PW-229 Inlet FanDrum Rotor, NSN 2840-01-430-2158NZ (See Note 26), AMC Code C,Application: F-15 / F-16. Proposed Solicitation Number: FA8121-09-R-0025, PR Number:FD2030-09-07125 An indefinite delivery Indefinite Quantity (IDIQ) Requirements, firmfixed price contract is contemplated for F100-PW-229 Inlet Fan DrumRotor overhaul and repair (also known as F100-229 Front Compressor DrumRotor Disk). Contractor will conduct overhaul/repair as needed tofulfill Air Force, and FMS requirements on an as required basis. Thegovernment contemplates awarding a firm fixed price contract for a one(1) year basic contract period with four (4) one (1) year optionperiods. The government anticipates a sole source award. Request forProposal (RFP) is anticipated to be released 31 Jul 2009. Award date isanticipated to be Oct 31, 2009. The contractor shall furnish all required labor, parts, facilities, testequipment, and materials to accomplish repair. The repair consists ofreturning to the government in a completely serviceable condition inaccordance with the provisions listed in Work Specifications identifiedin Appendix "A", Appendix "B", and Appendix "C" of the Solicitation. TheBest Estimated Quantities (BEQ) is as follows: INPUT: 2840-01-430-2158, PN: 4071223-01, 4081633-01 and/or2840-01-310-2465, PN: 4071223-01. OUTPUT: 2840-01-130-2158, PN:4086294-01, 4086295-01 Basic Year: 20 EA (USAF), 2 EA (FMS)Option Year I22 EA (USAF), 31 EA (FMS)Option Year II17 EA (USAF), 17 EA (FMS)Option Year III13 EA (USAF), 6 EA (FMS)Option Year IV12 EA (USAF), 2 EA (FMS) Data Line Items and Over & Above Line Items will be included as part ofthe Solicitation. Required delivery is 150 Days ARO or better. Deliverylocation is FB2039, Tinker AFB, OK 73145-9013 and other FMS locations asspecified in individual orders. This item is Export Controlled and UIDrequirements apply. QUALIFICATION REQUIREMENTS (QRs) EXISTS: Sources must be qualifiedprior to being considered for award. The government is not required todelay contract award to review pending Source Approval Requests. It issuggested that small business firms or others interested insubcontracting opportunities in connection with the describedprocurement make contact with the firm listed. No telephone solicitationrequests will be accepted. Electronic procedures will be used for thisand subsequent solicitation through FedBizOpps at https://www.fbo.gov.Written procedures will be used. QRs are available for this part numberand data is available upon request. There is one approved source at thistime. The proposed action is for supplies or services for which thegovernment intends to solicit and negotiate with one source (See Note22)......information received will normally be considered solely for thepurpose of determining whether to conduct a competitive procurement.Award will be made only if the offeror meets QRs in accordance with FARclause 52.209-1. An Ombudsman has been appointed to hear concerns from offerors orpotential offerors during the proposal development phase of thisacquisition. The purpose of the Ombudsman is not to diminish theauthority of the program director or contracting officer, but tocommunicate contractor concerns, issues, disagreements, andrecommendations to the appropriate government personnel. When requested,the Ombudsman will maintain strict confidentiality as to source of theconcern. The Ombudsman does not participate in the evaluation ofproposals or in the source selection process. Interested parties areinvited to call the Ombudsman at (405) 736-3273. DO NOT CALL THIS NUMBERFOR SOLICITATION REQUESTS. Requests for written proposals will beposted to FedBizOpps. Numbered Notes: 22. The proposed contract action is for supplies or services for whichthe Government intends to solicit and negotiate with only one sourceunder the authority of FAR 6.302. Interested persons may identify theirinterest and capability to respond to the requirement or submitproposals. This notice of intent is not a request for competitiveproposals. However, all proposals received within forty-five days(thirty days if award is issued under an existing basic orderingagreement) after the date of publication of this synopsis will beconsidered by the Government. A determination by the Government not tocompete with this proposed contract based upon response to this noticewill normally be considered solely for the purpose of determiningwhether to conduct a competitive procurement. 26. Based upon market research, the Government is not using the policiescontained in Part 12, Acquisition of Commercial Items, in itssolicitation for the described supplies or services. However, interestedpersons may identify to the contracting officer their interest andcapability to satisfy the Government's requirement with a commercialitem within 5 days of this notice
