Description
This publication serves as notice of intent to procure supplies for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), Southwest Fisheries Science Center on a sole source basis with Sirtrack, Limited. The government intends to acquire supplies using FAR Part 13, Simplified Acquisition Procedures. Purpose of proposed contract is for purchase of quantity of 35 each Kiwisat 202. These Argos-linked transmitters are specifically designed to meet NOAA's minimum requirements for deployment on Antarctic fur seals and Gentoo penguins, specifically they are: 1.)user-programmable, 2.)with long-lasting battery life, 3.)hydrodynamically designed to reduce drag on wildlife while swimming (fur seals and gentoo penguins), 4.)can withstand pressures equivalent to 500m depth, 5.) salt water relay terminal on positioned on top of the instrumentpotting dimensions & weight designed to reduce drag and impact to wildlife (60mm x 20mm x 25mm, 6.) 80g) battery supply must be replaceable,7.) Antenna specs:Polyurethane sealant at the base,3mm stranded s.s. wire w/ heat shrink,45 degree angle, w/ PVC tubing @ base, Reinforce antenna exit w/ extra polymer. These instruments are designed to relay positioning data to ARGOS system of satellites. Authority for sole-source purchase is 41 U.S.C. 253(c) (1) only one responsible source and no other source will satisfy agency needs. These instruments must be delivered no later than Dec 01, 2009. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days of publication of this synopsis will be considered by the government. This is a small purchase action estimated value not to exceed $100,000.00. ****The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003. After this date, NO award can be made unless the vender is registered in CCR. For additional information and to register in CCR please access the following web site: http://www.ccr.gov. In order to register with the CCR and to be eligible to receive an award from this acquisition office, all offerors must have a Dun & Bradstreet Number.
