Description
This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Seattle, WA on a sole source basis with Dr. Ton Weber. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Proposed vendor will provide a single operational mode for the newly developed SIMRAD ME70 multibeam sonar to be configured to simultaneously collect seafloor information for bottom habitat mapping and water column data for other fisheries research and survey needs. Dr. Ton Weber was identified by program office as the only source that can complete the work on this project as he has unique knowledge of the ME70 through his work with this instrument aboard the NOAA ship Oscar Dyson, associations with members of the RACE Acoustics program at the Alaska Fisheries Science center and his interactions with SIMRAD and IFREMER the co-developers of the ME70. The government intends to negotiate a firm-fixed price contract with a period of performance that will start from date of award to September 30, 2010. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days of publication of this synopsis will be considered by the government. This is a small purchase action estimated value not to exceed $100,000.00. ***The Western Regional Acquisition Division requires that all contractors doing business with the Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003. After this date NO award can be made unless the vendor id registered in CCR. For additional information and to register in CCR please access the following web site: http://www.ccr.gov.
