****ATTENTION**** ALL FORMAL COMMUNICATION RELATED TO THIS ACQUISITION MUST BE DIRECTED TO: Ms. Sarah Thomsen, Contract Specialist, email: sarah.thomsen@us.army.mil. No Telephone calls will be excepted. The U.S. Army Contracting Command Aviation & Missile Command Contracting Center intends to issue a four-year, Firm Fixed Price, Indefinite Delivery-Indefinite Quantity (IDIQ) requirements type contract which covers various UH-60 Blackhawk Spares & M&O parts. The proposed acquisition consists of 148 nomenclatures, National Stock Number (NSNs), Army Part numbers (APNs) with maximum quantities for each item. Orders will be placed against this contract as requirements materialize for the various items for Fiscal Year (FY) 2010 through FY 2013. This requirement is restricted to Sikorsky Aircraft Corporation, Stratford, Connecticut (CAGE: 78286), who is the Original Equipment Manufacturer (OEM) and the only known source who possesses the unique skills, technical data, production techniques and/or quality control to produce these items. Some of these items are critical safety items that require engineering testing and can only be provided by approved, tested source(s). Sikorsky Aircraft Corporation conducted all development, hardware and software design reviews, physical and functional configuration audits, and has actively participated in every Government flight test and user Conference ever conducted on the Blackhawk system. Sikorsky possess the personnel, facilities, special test Equipment and exclusive corporate knowledge to manufacture and perform special tests required in performance of this contract. This acquisition contains data which is considered Critical Technology and has been restricted for release outside the United States. This information cannot be released outside the United States without prior approval of the Government. This Acquisition contains Technical Data whose Export is restricted by the arms Export Control Act (title 22, USC., SEC 2751 ET SEQ) or the Export Administration Act (title 50, USC., APP 2401-2402) Executive order 121470. This information cannot be released outside the United States without prior approval of the Government. The closing date annotated is an estimated date and may be adjusted dependent upon the date of release for solicitation, however, solicitation will not close prior to the date stated above. All offerors must meet prequalification requirements in order to be eligible for award. Firms that recognize and can produce the required items described above are encouraged to identify themselves. Firms are encouraged to seek source approval in order to compete for future solicitations by accessing the website www.redstone.army.mil/cmo/ and looking under Standard Aviation and Missile Source Approval Request (SAMSAR). Foreign Firms are reminded that all requests for solicitation must be processed through their respective embassies.
