Description
This project will consists of the construction of a new 400-member Armed Forces Reserve Center in the vicinity of Wilmington, North Carolina with administrative, educational, assembly, library, learning center, vault, weapons simulator, and physical fitness areas for three USAR units. The maintenance shop will provide work bays and maintenance administrative support. The project will also provide adequate parking space for all military and privately-owned vehicles. The buildings include a 45,000 square foot (SF) Training Center, a 6,800 square feet (SF) OMS, and 1,500 square feet (FT) Unheated Storage. The AFRC and OMS will be permanent construction with reinforced concrete foundations, concrete floor slabs, masonry cavity wall systems, steel superstructure, low slope white EPDM roofs, masonry and metal stud interior walls, HVAC systems, plumbing, and electrical systems. The air conditioning systems' connected load is estimated at 146 tons. The UHS, and OMS affiliated Wash Bay, will be pre-engineered metal building construction with concrete slabs/foundations. Site related work includes some site clearing, extension of utilities, general site improvements, paving, masonry facility sign, landscaping, and security fencing with sliding gates. Accessibility for the disabled will be provided. Physical security measures will be incorporated into the project including site development standoff distances, and standoff parking areas. Landscaping, berms, and bollards will be used to prevent access when standoff distances can not be maintained. The project is designed to the Energy Policy Act of 2005 (EPAct05) and to meet LEED Silver requirements. This is a HUBZone set-aside procurement. The contractor must have construction experience with projects of similar scope, size, and dollar value and must be familiar with Army Reserve Guidelines. The estimated cost range for this project is $10M to $25M. NAICS code is 236220. Size standard is $33.5M. Contract duration is approximately 548 days. The proposals will be evaluated using a 2 Step - Lowest Price Technically Acceptable (LPTA) Source Selection Process. This process requires potential offerors to submit their performance and capability information initially for review and consideration by the Government. Step 1 proposals will be evaluated using the following factors: Experience Individual Personnel Experience and Past Performance. Following the review, evaluation and rating of the Step 1 proposals, all technically acceptable Step 1 offerors will receive the technical requirements package (full plans and specifications) and shall provide a cost proposal for consideration by the Government. The cost proposals received in Step 2 will be reviewed by the Government for the lowest price. The Step 1 Solicitation approximate issue date is 30 July 2009, and approximate closing date is 10 September 2009, at 2:00 P.M. EST (Louisville time).
