Description
The work to be performed under this project consists of providing the design, labor, equipment, and materials to design and construct the Powertrain Transmission Addition Facility. This single story building shall contain 109,824 SF of floor space, and shall include the construction of an industrial process, with equipment, for rebuilding transmissions. The building and sitework shall be design-build, and the industrial process and equipment is a full design with the exception of dynomometers and the IT system, which shall be constructed via a performance specification/ design-build effort. The project shall be advertised via the Federal Business Opportunities (www.fbo.gov) system, and all interested proposers shall be required to submit a Non-Disclosure Agreement (NDA), before gaining access to the solicitation documents, as information contained in the solicitation is business sensitive to Anniston Army Depot. The NDA form will be posted to FedBizOpps on or before 27 July 2009, and should be faxed to Mr. Brett Bunch at 251-441-5765 or sent via electronic mail to: Brett.A.Bunch@usace.army.mil. Upon receipt of the faxed NDA form, Mr. Bunch will notify the requestor as to how to download the solicitation. The NDA also contains property control requirements for a 1.0 tetra-byte hard drive which contains extensive equipment information that will be required by the IT subcontractor/vendor. Due to the sensitivity of the information contained thereon, the hard drive will be issued, at the Preproposal Conference only, to only prime contractors. It will be their responsibility to copy and distribute the hard drive information to their subcontractors. They shall require a similar NDA of their subcontractors, or from any party to whom they issue a copy of the hard drive. The solicitation will be available for download on 05 Aug 2009. The estimated cost of this project is between $25,000,000.00 and $100,000,000.00. The contracting Officer for this procurement is Donna Parker. Note No. 1: All prospective contractors and their subcontractors and suppliers must be registered in Federal Business Opportunities (FedBizOpps) before they will be allowed to download solicitation information. Registration should be completed one week prior to the issue date. Contractor must be registered in the DoD Central Contractor Registration (CCR) prior to award of this contract. Solicitation documents, plans and specifications will only be available to those offerors that submit a Non Disclosure Agreement to Mr. Brett A. Bunch pursuant to the instructions above. Registration for plans and specifications should be made as noted above. If you are not registered, the United States government is not responsible for providing you with notifications of any changes to this solicitation. The solicitation will be available only as a direct download. This solicitation will not be issued on CD-ROM. Neither telephonic, mailed, nor fax requests will be accepted. It is therefore the Contractors responsibility to monitor the website daily for the solicitation to be posted, and for any posted changes or amendments to this solicitation. The plans and specifications and all notifications of changes to this solicitation shall only be made through this posting and modifications hereto. Plans and specifications will not be provided in a printed-paper format; however, the Government reserves the right to revert to paper medium when it is determined to be in the Government's best interest. NOTE: This solicitation is in.pdf format and requires Adobe Acrobat Reader. Adobe Acrobat Reader may be downloaded free of charge at http://tsn.wes.army.mil/ComSoftware.asp. Note No. 2: All bid forms, bid bonds, and other normal documents required for the bid submittal, including amendments to the bid submittal, shall be in paper medium. Electronic medium for the bid submittal documents will not be allowed. Note No. 3: This solicitation includes bid options which may not be awarded. Note No. 4: All other advertisements of Mobile District projects will be through the Federal Business Opportunities (FedBizOpps). Note No. 5: The request for information (RFI) process for bidder inquiries during the advertisement period is contained in the RFP solicitation package available exclusively from FedBizOpps. Other forms of communicating RFIs to the government will not be honored. The government will try to respond to all questions. However, responses may not be furnished to all questions and particularly those received late in the advertisement period (0-10 days prior to bid opening.) Note No. 6: A Site Visit is scheduled for Thursday, 13 August, at Anniston Army Depot, beginning at 8:30 AM at the Main Gate. A Preproposal Conference is scheduled from 7:00 AM until Noon on Friday, August 14, and will be held at the Jacksonville State University Auditorium, located at 100 Gamecock Dr. on Ft. McClellan, AL. Any interested party may attend the Preproposal Conference. Foreign nationals WILL NOT be allowed on the site visit, as Anniston Army Depot is a high security installation. No cameras, camera capable cell phones, or other video recording capable devices will be allowed on the Site Visit. No person with a felony record shall be allowed on the Site Visit. Persons desiring to attend the Site Visit should provide their names, company represented, social security number, date of birth and place of birth to Ms. Rebekah Sumrall via fax at 256-231-0458, not later than 5:00 PM CST, August 5, 2009, and should provide a signed statement that the individual is a US citizen and does not have a felony record Note No. 7: Critical path method (network analysis system) is required. Note No. 8: For this job, a small business is defined as having average annual receipts of less than $33,500,000 for the past three years. Note No. 9: The request for information (RFI) process for bidder inquiries during the advertisement period will be through the PROJNET internet based system, and specifics will be contained in the RFP solicitation package available exclusively from FedBizOpps.
