Description
ITEM 0001: NSN 4930-01-116-0027RN, In Accordance with Performance Specifications MIL-PRF-4541, Lubricating and Servicing Unit, used to dispense general lubricants to various equipment. Requirement is for 4 EACH. 1 EACH PRE-PRODUCTION (FIRST ARTICLE). CONTRACTOR TESTING WITH DATA IS REQUIRED: Test Procedures and Test Inspection Report. PRE-PRODUCTION (First Article) will become a part of the production units. Production Quantity 3 each. Also included, 4 Option Periods. Option I is valid for 730 days, 1-3 each; Option II is valid 1095 days, 1-3 each; Option III is valid 1460 days, 1-3 each; Option IV is valid 1825 days. Options may include FMS and/or AF requirements. Materials: Various ITEM 0002: Technical Manual Contract Requirements (TMCR), Technical Manuals (TOs) in support of Lubricating and Servicing Units, NSN 4930-01-116-0027RN.ITEM 0003: Provisioning Data (Logistics Management Information (LMI) Data Product(s) and Supplemental Data for Provisioning (SDFP) in support of Lubricating and Servicing Units, NSN 4930-01-116-0027RN.DELIVERY - ITEM 0001: Place of delivery for Pre-Production (First Article): FE6353, one (1) each. Place of delivery for Production Quantity: FE6382, one (1) each, FE6103, one (1) each, FE6171, one (1) each. Pre-Production (First article) is due 30 days ARO Pre-Production Approval; Test Plan is due 60 days ARO contract; Test/ Inspection Report is due 210 days ARO contract. Delivery of options is 150 days after exercise of option. Location To Be Determined.DELIVERY-ITEM 0002: Place of delivery for Technical Manual Contract Requirements (TMCR) is IAW DD Form 1423-1, which will be available online when RFP is posted. Technical Manuals Previews are due 60 days ARO Contract. Final Technical Manual is due 45 days prior to production hardware delivery.DELIVERY-ITEM 0003: Place of delivery for Provisioning Data (Logistics Management Information Data Products and Supplemental Data is IAW DD Form 1423-1, which will be available online when RFP is posted. Data submission date will be established at the Provisioning Guidance Conference (PGC). The Provisioning Guidance Conference will be held no later than 45 days ARO Contract. Data will be made available online when the RFP is posted. The approximate RFP issue date will be 29 July 2009; Proposals are due 28 August 2009. Electronic procedures will be used for this solicitation at www.fedbizopps.gov only. NO TELEPHONE REQUESTS WILL BE HONORED and no hard copies will be mailed out. Offerors shall prepare their proposals in accordance with mandatory, explicit, and detailed instructions contained in the RFP. The Government will evaluate past performance utilizing the Past Performance Information Retrieval System (PPIRS). Proposals will be evaluated and award made in accordance with the evaluation criteria stated in the RFP. OFFERORS ARE STRONGLY ENCOURAGED TO REVIEW RATINGS IN PPIRS FOR ACCURACY AS SOON AS POSSIBLE. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. All questions regarding the RFP and /or the data packages must be submitted in writing to Desura.Richardson@robins.af.mil with copy to Dawn.McCurdy@robins.af.mil. NO TELEPHONE QUESTIONS. All questions and answers will be uploaded to www.fedbizopps.gov. However, the identity of the potential offeror will not be included. Offerors are encouraged to register to receive notification for solicitation and all amendments/revisions and to check the FEDBIZOPPS site prior to submission of proposal. Anticipated award date is Sept 29, 2009. Duration of Contract Period: 1825 days Electronic procedure will be used for this solicitation. IAW FAR 5.207(c)(12)(ii) - Trade Agreements - One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreement.
