- Description
- The Naval Air Systems Command (NAVAIRSYSCOM) intends to issue an order under an existing Basic Ordering Agreement to Thales Avionics for the procurement of thirty two (32) Optimized Top Owl Helmet Mounted Sight Display (OTO HMSD) Systems, thirty two (32) Helmet Extension Cables (HECs), and twenty (20) Connection Module Cable 2s (CMC2s). This procurement will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C 2304(c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1(a)(2), in that Thales is the sole designer, developer, and manufacturer of the Optimized Top Owl. Thales Avionics is the only known company with the knowledge, data, and capability to manufacture these systems. See note 22.
