Description
This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. This Sources Sought Notice should not be construed as a solicitation or as an obligation or commitment by the Government. BACKGROUND INFORMATION The overall objective of the NIH Business System is to facilitate the scientific mission of the National Institutes of Health and enable administrative and scientific support that is cost effective and provides accurate and timely information. The immediate scope of the NBS includes the implementation of business or "functional" areas to replace those currently included in the legacy administrative system within the new NIH Enterprise System. In order to successfully accomplish this goal, NBS requires the continuum of maintenance support and services throughout NIH from UC4 (AppWorx). These licenses and services were previously purchased, but in order for the NBS Enterprise System to function properly, annual maintenance is required to ensure the system continues to operate at its current level of performance or better. PURPOSE The National Institutes of Health, National Library of Medicine (NLM) is conducting a market survey to help determine the availability and technical capability of qualified small businesses, HUBZone small businesses, service-disabled veteran-owned small businesses, 8(a) small businesses, veteran-owned small businesses, woman-owned small businesses, and small disadvantaged businesses capable of serving the needs mentioned below. PROJECT REQUIREMENTS NLM will be seeking the continuation of annual maintenance support, services and supplies of the UC4 (AppWorx) Support from an organization or an institution. The contractor will also be responsible for executing the following tasks: • Provide Major product and technology releases • Updates, fixes, security alerts, data fixes, and critical patch updates during the contract term with immediate download passwords • Provide software license replacement for accidently damaged or malfunctioning hardware keys (Not including lost keys) • Certification with most new UC4 (AppWorx) products • Provide 24X7 Technical support via Metalink (Oracle support site) or via phone (access to protected support pages on the UC4 (AppWorx) website for troubleshooting). • Additional Maintenance and Technical Support, as well as supplies may be required to maintain the integrity of the NBS & UFMS Enterprise System such as: o Data Corruption corrections caused by the NBS/UFMS Enterprise System o Upgrades and installations from other software applications within the enterprise systems which impact the performance and integrity of UC4 applications o Modifications to UC4 application which is necessary to meet new initiatives/requirements and/or agency mandates. Interested firms responding to this sources sought notification should adhere to the following: (a) Provide a performance work statement demonstrating relevant experience, skills and ability to fulfill the Government's requirements for the above. The statement should contain enough sufficient detail for the Government to make an informed decision regarding your capabilities; however, the statement should not exceed 10 pages. (b) The statement should include references, key personnel, and any teaming arrangements needed to fulfill the requirements. (c) All statements must be submitted in writing to the address identified in this synopsis on April 22, 2006 no later than 3:00pm eastern standard time. Responses will not be accepted via email or fax. ANTICIPATED PERIOD OF PERFORMANCE July 30, 2009 - July 29, 2010 with four (4) additional 12 month option periods. CONCLUSION This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. CONFIDENTIALITY No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
