Description
USACE, Engineer Research and Development Center (ERDC) intends to issue a sole source award under the authority of FAR 6.302-1 to Kitware, Inc., 28 Corporate Drive, Clifton Park, NY. This procurement is being conducted under Simplified Acquisition Procedures (SAP) only one responsible source and no other supplies or services will satisfy agency requirements for the DoD Computational Model Builder (CMB) for Multi-Dimensional Models. Kitware, Inc. developed the CMB specifically to support modeling of military sensing and water resources problems. The proposed contract will continue the development of the CMB by adding more of ERDCs specific needs. Kitware, Inc. is the only known source capable of meeting the Governments requirement. The Government intends to acquire a commercial order using FAR Part 12. Interested organizations may submit their capabilities and qualifications in writing to the identified point of contact no later than 4:00 PM CDT, Friday, 24 July 2009. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. No Request for Quotes (RFQ) will be issued based upon the Notice of Intent. Interested parties may submit any information for consideration by the Government to: Davita.S.Baloue@usace.army.mil The Government intends to procure from only one source under the FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This requirement is a follow-on contract to Kitware, Inc. in the continued research and development of DoD Computational Model Builder (CMB) for Multi-Dimensional Models by adding more highly specialized needs. The CMB is a suite of general, multi-dimensional, open-source; graphical user interfaces (GUIs) that are configurable for different user communities. The CMB provides capability throughout the different steps of the modeling process; Scatter Point Manipulation, Scene Generation, Boundary Condition and Material Assignment, Mesh Generation, Model Translation, and Post-Processing. The CMB is still in the early stages of development. This contract is to continue the work already completed by Kitware Inc., on the CMB to improve existing capabilities as well as add much more functionality. This work will produce a robust multi-functional conceptual modeling environment that is applicable across domains. Kitware, Inc. developed the Visualization Toolkit (VTK), a cross-platform 3D graphics and visualization software package, as well as Paraview, a high-performance cross-platform data analysis and visualization software package. Both of these packages are currently used in the CMB. Kitware, Inc. also developed CMake, a cross-platform build system. The CMB currently uses CMake as its build environment to fulfill the cross-platform requirement. In addition to source code released to the public, Kitware, Inc. has developed the software packages listed above and retains the proprietary rights. A firm-fixed price, 5-year, Indefinite Delivery Indefinite Quantity (IDIQ) contract award will be made. This is not a request for competitive proposals. No solicitation is available at this time. All responsible sources may submit a capability statement to the Contract Specialist no later than 4:00 PM CDT, Friday, 24 July 2009.
